2 This presentation will include the following :  Summarize consultant findings and recommendations  Present new scholarship plan based on consultant’s recommendations  Review recruitment scholarships in the context of overall enrollment  Examine budget requirements for new scholarships including budget and timeline for phasing out current admission-based programs 2

3 After a thorough analysis of IUPUI predictors of enrollment, including price sensitivity and academic profile, Maguire reported the following findings:  Pipeline growth has been strong, especially with students of desirable academic quality. Consultant’s Findings 3

4  IUPUI has been very successful at increasing enrollment and academic quality while maintaining yield. This is something to be proud of as yield often declines as quality increases.  Depending on institutional goals and priorities, IUPUI has the opportunity to be more strategic with its institutional aid. 4

5 Consultant’s Recommendations  Revenue can be enhanced by increasing awards to middle & middle-high quality students while reducing awards to the highest quality students.  Students with SAT scores between 1150 and 1250 are an area of opportunity for modifying institutional aid expenditures to increase enrollment and quality  IUPUI could control expenses by reducing awards to some higher quality students by either increasing the eligibility criteria for the Chancellor’s Scholarship or by offering fewer awards. 5

6  IUPUI awards a smaller percentage of entering first-time, full-time undergraduate students aid than peer institutions (IUPUI ranked 11 of 13).  IUPUI spends less on institutional aid than most of its peers (IUPUI ranked 11 of 13).  IUPUI spends below the average per student on institutional aid (IUPUI ranked 10 of 13). 10 Phasing Out Current Scholarship Programs It is important to note that irrespective of any changes being made to the in-state scholarship recruitment programs, IUPUI has still made a previous commitment to approximately 1,700 scholars whose scholarships will not phase out until AY 2019. 10

11 The following in-state admission-based scholarship structure was developed in keeping with the recommendations provided by Maguire Associates. Changes to IUPUI In-state Scholarship Programs Based on Maguire Reports 11

12 IUPUI Academic Excellence Scholarships $3,000/yr for 4 years A pply for admission by February 1 Minimum H.S. GPA of 3.5 (on a 4.0 scale) Minimum SAT 1150 or ACT 25 Provides 13.6% towards the $22K current annual average cost of attendance at IUPUI Replaces the Academic Honors Scholarship New Admission-Based Scholarships 12

13 IUPUI Distinguished Scholarships $6,000/yr for 4 years Apply for admission by February 1 Minimum H.S. GPA of 3.75 (on a 4.0 scale) Minimum 1250 SAT or 28 ACT Provides 22.7% towards the $22K current annual average cost of attendance at IUPUI Replaces the Dean of Faculties Scholarship New Admission-Based Scholarships 13

14 IUPUI Chancellor Scholarships $8,000/yr for 4 years – $6,000 from admission based Distinguished Scholarship – $2,000 based on selection to receive the Chancellor Scholarship Apply for admission by November 15 Minimum H.S. GPA of 3.75 (on a 4.0 scale) Minimum 1250 SAT or 28 ACT score Must apply for this scholarship (Only 150 awards made annually) Provides 45.5% towards the $22K current annual average cost of attendance Students who receive the Chancellor’s Scholarship are automatically admitted to the IUPUI Honors College Move Chancellor Scholarship to a Competitive Award Process 14

16  It was recommended that the campus not decrease the overall budget for institutional aid at IUPUI.  The proposal accepted appropriately realigns and redistributes scholarship funding to accomplish the campus enrollment goals.  The proposal accepted modestly increases the overall amount spent on in-state recruitment scholarships by less than $1M ($873,000) over the next 5 years.
