18 Answer to Wondering Questions After Research is done People created cigarettes, pipes and cigars to start a business. They put on adds of healthy people smoking, even though it’s unhealthy. The reason people still sell cigarettes, cigar and pipes is because people are greedy for money. (Not all people.) The government does allow smoking because they benefit from the tax paid by cigarette, cigar and pipe seller to build all the highways, roads and bridges.
