1 CURRENT STATUS OF TRANSPORT OF DANGEROUS GOODS IN LAS MEMBER STATES AND REGIONAL PROMOTION OF ADR AS A TRUE INTERNATIONAL AGREEMENT 3 rd IRU-LAS-AULT SEMINAR ON INTERNATIONAL CARRIAGE OF DANGEROUS GOODS BY ROAD (ADR) JAMIL MUJAHED LAND TRANSPORT REGULATORY COMMISSION(JORDAN) DIRECTOR GENERAL

2 WHAT ARE DANGEROUS GOODS?  RISK OF HARM TO PEOPLE, PROPERTY OR THE ENVIRONMENT.  TRANSPORT OF DANGEROUS GOODS IS REGULATED IN ORDER TO MINIMIZE THE RISK.

3 DANGEROUS GOODS TRANSPORT ACCIDENTS  Accidents during the transportation of dangerous goods often have serious consequences.  The socio – economic cost of a tanker accident may be twice as high as that of a normal goods transport accident due to the dangerous goods escaping and the environment damage caused by this.

4 CURRENT STATUS OF TRANSPORT OF DG IN LAS MEMBER STATED

5 AT NATIONAL LEVEL:  Most LAS member states have local regulations for transport of dangerous goods.  There are problems concerning application and control of rules and regulations in most member states.

6 AT REGIONAL LEVEL:  To facilitate transport and trade of dangerous goods. MOU has been signed among( JORDAN, SYRIA, LEBANON )and another MOU has been signed among north African countries (MOROCCO, TUNISIA, ALGERIA, LYBIA).  The very limited transit transport of dangerous goods by road makes that ADR is not an issue at the border.

7 AT INTERNATIONAL LEVEL:  Only two countries from LAS state members are ADR members (TUNISIA, MOROCCO).  The ADR assignment is not for seen as this would have big, impact towards the transport of dangerous goods in road sector because: 1-there are no training institutes. 2-there is no transport inspectorate checking on the implementation. 3-the companies have no safety advisors. 4-no technical inspections on truck and their roads.

9 REGIONAL PROMOTION OF ADR AS A TRUE INTERNATIONAL AGREEMENT

10 ADR  The ADR agreement allows dangerous goods travelling by road through more than one country to be exempt from domestic legislations in force in those countries, as long as the requirements of ADR are met in full.  ADR is intended primarily to increase the safety of international transport by road, but it is also an important trade facilitation instrument

11 ACCESSION TO ADR CONVENTION  Accession to ADR convention requires technical and political commitment.  As ADR is a multi disciplinary agreement involving ministries and institutions, a competent authority should be defend and take the necessary procedures to identify the relevant stakeholders and their area of responsibility, to draft a national regulation in line with ADR, and to seek technical support  All LAS member states should develop their national requirements for the domestic transport of dangerous goods.

13 OBJECTIVES AND EXPECTED RESULTS  Enabling better cross-border workings contacts between DG authorities.  Opening up ways for better dialogue between DG authorities, and private sector operators and industry association.  Consolidating the cooperation of research entitles dealing with DG issues.
