6 Preparatory Phase:  Flexible engagement, building on existing strategies & processes, and strengthening capacity – scaled up after peace agreement  Beginning with key experts, the objective is to: Raise awareness about the JAM process Build the capacity of counterpart and international teams to engage in the JAM Visioning to guide future program development Analysis, diagnostic work, and desk studies Identify “quick wins”  Consultative and responsive to demand, ensuring ownership by parties  WB & UN working in partnership with other agencies & donors

7 A full JAM  Builds on preparatory work  Incorporates shared vision  Integrates sector work & cross-cutting themes  Includes national issues  Prioritizes policies & programs -- linked to macroeconomic framework  Covers three areas and cross-line areas  Covers costing of immediate needs & priorities for Interim Period  Is results-focused & ensures monitoring arrangements

8 Operational Implications  Starting with identification missions and gradually build up awareness & capacity building activities  Scaled up to full JAM after Comprehensive Peace Agreement  Budgets agreed and secretariats in place  Work closely with counterpart clusters/ coordinated by secretariats (GoS and SPLM)  Two parallel processes under CCG umbrella
