3 Employment and Training Administration DEPARTMENT OF LABOR ETA Unemployment Insurance Provisions Federal Additional Compensation. $25 Federal general revenue add-on to weekly benefit amounts: –States administer under agreements with the Secretary which must be executed quickly after enactment. –Operational guidance to states needed the week following enactment. –New fiscal and reporting guidance required. –New Federal Additional Compensation Account to be established by Treasury requiring interdepartmental MOU.

5 Employment and Training Administration DEPARTMENT OF LABOR ETA High Growth / Green Jobs $750M Competitive grants for training & placement in high growth sectors and emerging industry sectors–priority for sectors in Green Jobs Act and health care Research, Labor Exchange, and Job Training projects for careers in energy efficiency and renewable industry industries.

7 Employment and Training Administration DEPARTMENT OF LABOR ETA WOTC Expands WOTC target populations to two new categories: Unemployed veterans - discharged during 2008, 2009, 2010 - received UCX for at least 4 wks during year before hire Disconnected Youth 16 – 24 - not regularly attending school, not readily employed, and lacking basic skills
