July 2007 - Public Tender for Granting the Right to Use Radio Frequencies/Channels in the public wireless communication access networks within the 3410–3600 MHz radio frequency band. May 2008 - Commission Decision 2008/411/EC on the harmonisation of the 3400 - 3800 MHz frequency band for terrestrial systems capable of providing electronic communications services in the Community (implemented 7 November 2008, The Plan of Use of Radio Frequencies).

Winners: –UAB “Balticum TV” –AB LRTC –UAB “Nelte” The licences are granted till 2022. The nomadic BWA networks are developing successfully. 3400-3600 MHZ BAND Number of stations 134 26 45

Jun 2008 - Commission Decision 2008/477/EC on the harmonisation of the 2500-2690 MHz frequency band for terrestrial systems capable of providing electronic communications services in the Community (implemented 24 December 2008, The Plan of Use of Radio Frequencies). 1 January 2009 the band was restructured and digital MMDS services are allowed only in the 2572 - 2620 MHz band (6 TV channels) until 1 January 2015. Comply with the requirements listed in the Decision 2008/477/EC The 2500 – 2560 and 2630 – 2690 MHz bands are open for implementation of new electronic communications services. Need actions for compatibility with MMDS. 2500-2690 MHZ BAND

8 Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments8 Final switch-off of analogue terrestrial TV - 29 of October 2012 on condition that 90% of households receiving analogue terrestrial TV programmes should be capable of using another technologies to receive all programs broadcasted free of charges by national and regional broadcasters before an area is switched off. Earlier switch-off of analogue terrestrial TV in a particular region could be considered on condition that 90% of households should receive non analogue TV. DIGITAL BROADCASTING

9 Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments9 Lithuania has allocations for 9 national DTT multiplexes and a few single stations. 4 national DTT multiplexes started being used in the middle of the year 2006. Remaining 5 national DTT multiplexes could be used for DTT, including HDTV, after the final switch-off of analogue terrestrial TV. 42,1 % of households are receiving analogue terrestrial TV. 55,6 % of households are receiving non-analogue TV. About 92% of the territory is covered by terrestrial digital TV (95% of population). DIGITAL BROADCASTING

13 Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments13 The digital dividend in the band up to 790 MHz is likely intended to be used for the advanced TV services, including HDTV. Non-TV digital dividend is going to be in the band 790-862 MHz. Russian and Belarus aeronautical radio navigation systems in the band 830–862 MHz. Low power networks (wireless broadband access, high speed mobile data access, programme making special events (PMSE), etc.) are the most likely case for effective usage of digital dividend in Lithuania in the band 830-862 MHz. Mobile service in the band 790-862 MHz is under consideration. Beauty contest is expected to be used for new spectrum. DIGITAL DIVIDEND

Footnote 5.430A (WRC-07): primary service from 17 Nov 2010, but the agreed pfd value doesn’t allow to bring into use a station of the mobile service with typical parameters of WiMax station (18 dBW EIRP, 50 m) in the distance of about 100 km from the borderline of the territory of an administration, which is going to use this band for other services. the band 3400-3800 MHz is intensively used for satellite communications within the Russian Federation and Belarus.

20 Augutis Čėsna, RRTLatest Radio Spectrum Policy Developments20 CONCLUSIONS 1.The band of 3400-3600 MHz is open for users and WiMAX type networks are launched. 2.The band of 2500-2690 MHz is open for users. 3.The rapid development of digital terrestrial television (DVB-T) networks – the coverage reached approximately 95 per cent of the residents of the Republic of Lithuania. 4.The final switch-off of analogue terrestrial TV on 29 October 2012. 5.Earlier switch-off of analogue terrestrial TV is under consideration. 6.Radio Spectrum Policies and related harmonization measures in the Member States located at the outer borders of the European Union often are related to spectrum usage plans of non-EU countries.
