3 www.geant.org Able to offer the service under Teckal, but some countries still have problems accepting this. Limits service to our members – potential customers have to be GÉANT Association members first. “B Service” – but still have to abide by transparency, equal treatment, non discrimination and proportionality. May not be possible in the future. Used many aspects of full process – e.g. standstill period. Did not meet criteria for restricted, negotiated or competitive dialogue approaches meaning the open approach was used. 3 “TERENA” Considerations

Everyone is an expert on procurement. Slows the process, but ticks transparency boxes. 5 Strategic Committee

6 www.geant.org Extended the process even further. Lawyers very keen on this approach. Did help clarify the potential portfolio of OV, DV, EV etc and current approaches in the market. Useful??? 6 Market Consultation

7 www.geant.org Nordunet, IGTF, GARR, Surfnet, RENATER. Mix of technical / non-technical people. Use best of breed models – borrowed from PRISM approach to technical annex. Everyone is an expert on procurement. Right people for the interview stage. 7 Tender Committee / Process

8 www.geant.org Used MEAT – most economically advantageous tender so cheapest didn’t win. Think carefully about the weight for price vs technical components. Please re-use our framework if helpful. Incumbent supplier management (therapy). Make the lawyer work for you. The answer is always “what you have defined in the CfP”. 8 Awarding Contract
