1 Technical Assistance Guide for State Work Force Agency Assessments The elimination of the previous 14 Veterans Performance Standards New measures of Service An emphasis on performance outcomes An emphasis on VETS - conducted desk audits as the dominant evaluation means versus office visits A review and inclusion of DOL ETA’s WIA methodology and techniques for SWA evaluations

2 Elements of Assessment The State Plan is the basis for all assessments Assessments are conducted to: –Identify best practices –Ensure that the State Plan submitted and approved is being effectively implemented –Identify areas where technical assistance and training can be provided to improve on services to veterans

3 The assessment addresses 9 areas - 8 are covered by the State Plan  Priority of service  Incentives  Integration/Coordination  Outreach  Target Populations  Filling positions  Performance and Outcomes  Other programs (tap, hvrp)  Roles and Responsibilities

4 Timeframes Begins 10-1-03 same as beginning of State Plan State Assessment report due 12-15-04 Self-Assessment divided over 4 Quarters (25% per quarter)

5 SDP Self-Assessment Questions on Staffing, oversight, Operations, Outreach and Grant Management Questions designed to: –demonstrate how veterans services provide by all staff –describe the roles and responsibilities of DV/LV

6 LVER Self-Assessment Questions to determine: If LVER is performing per roles and responsibilities Integration of veteran services in the SDP Best practices that can be shared

7 DVOP Self-Assessment Questions to determine if DVOP is performing roles and responsibilities to include: Outreach Intensive services Best practices that can be shared

8 DVET should conduct an on site assessment if: The state or office in question has requested a VETS assessment or technical assistance visit The DVET has determined that, based on the results of the self-assessment, an on site assessment is warranted It has not been assessed on site in the last five years (must in year 6) It is randomly selected in the validation sampling
