3 The goals of Going to school together The project of going to school together was started to improve and the education of all children in the primary schools en make more suitable education. The other goal is to bring more knowledge into the schools about care and education for children with minor problems. Schools started to work together with other schools and a special primary school. Together they decided how to divide the finances. The goal was to bring the educational care to a much higher level ans less children to the special primary schools Every primary school appointed a special care teacher or a remedial teacher which was responsable for the special care for children with minor problems in the primary school.

4 Which children? The going to school together project is ment for all pupils in the primary schools. Children with learning problems like: reading problems, dyslexia, of problems with mathematics or language / linguistic problems. Or children with behavioral problems like ADHD or PPD /NOS Children with more severe physical, sensory or mental handicaps are not inclused in The going to school together project. These are the children which go to the special schools: The regional Expertise Centra divided in 4 categories.

5 The organisation For special care in primary schools cooperations were formed. The cooperations were formed with about 10-15 primary schools and 1 special primary school. Togheter they had a financial budget an decided how to divide the finance. They made a plan: the care plan of the cooperation with educational and financial goals in it. Teachers form the special primary schools brought the expertise tot the primary schools. They supervised children and taught the teachers (the special care / remedial teachers) how to take better educational care for children with minor problems.

6 The Financing The budget of The Going to school together project is 260 million euro every year. 2 % of the children of the primary schools were allowed in the special primary schools. Exeeding the 2% ment that the financial budget went to the special primary schools, because then they need the money to take good care for the children. 19 million euro was reserved to improve the educational expertise in the primary schools.

7 Autistic, PDD/NOS, ADHD, Dyslexia, Talented children De childrens who needs extra care are divided in 4 groups: 1. Pupils with autistic problems 2. Pupils with ADHD 3. Pupils with dyslexia 4. Pupils who are very talented

9 Why an allowance for handicaped children? Parents would like to decide about the school and the education of their handicaped child. The government is trying to improve the integration of the child with special needs (INCLUSION) in society and in schools. This was founded in a REC /law in august 2003. A system of special schools (4 categories), a system of indication with a board of indication was formed and they will decide wether a child can have a Pupil bound allowance http://www.leerlinggebondenfinanciering.nl/

10 For which children? Special schools and pupils bound allowance are ment for children with handicaps and more severe problems. An indication by the board of indication is needed. The criteria used by the board of indication are ment to be transparant and independent

11 What is a backpack for handicaped children? Pupil bound allowance is called The Backpack It is an allowance, a financial budget for handicaped children. Parents can decide how to use the budget best for their handicaped child. They have different possibilities. They can go to a special school, but also to a normal (regular) primary school or secundary school and rent an ambulant teacher of an REC to take care of their child.

12 Regular education When parents choose for a primary school for their handicaped child and their child needs extra care, they can ask for a pupil bound allowance. The allowance or budget goes to the school that takes care of the child. With the budget the school can pay for extra needs like special teachers, materials etc

13 Special education When parents choose a special school for their handicaped child, the allowance or budget goes to the school that takes car of the child. With the budget the school can pay for extra needs like special teachers, materials etc. These has to be an indication given by the board of indication to be permitted in the special schools The law says that the criteria for admitting the special education must be valid over the country and independent. It means that every school have the same criteria for admit. It can not be possible that a child in place A admit to the special school and in place B, it can not.

15 What is REC? A Regional Expertise Centra (REC) is a coöperation from special schools in a region. De coöperation goes in categories. Goal of the coöperation is a better effectual system of special education. The schools are divided in 4 categories. 27 What are REC’s doing for the parents?

28 * Parents can go for help to REC’s and ask for an indication. They can ask for help in filling in all administrational and financial papers. * Parents can ask for advice in choosing the best school with the best possibilities fot their child, with their special wishes for the childs abbillities, disabillities and needs.
