2. Spring 2015 Legislative Challenges FY15 budget: Democrats passed a 12-month budget with only nine months of revenue to pay for it. Illinois has over $110 billion in unfunded pension liabilities. Illinois faces a budget deficit of over $6 billion. Illinois lags behind the rest of the nation in economic growth.

9. Reform is Priority Governor Rauner has called for state government reform above all else. Increasing revenue should not be the first option. Supporters of the 2011 tax increase promised it would pay off old bills, create jobs, improve credit rating—it did not. Our state needs to advance reform before asking taxpayers for more of their hard-earned dollars.

10. Governor Rauner’s Turnaround Agenda Governor Rauner identified clear priorities including: Reducing the size and cost of government. Freezing property taxes. Improving economic growth. Increasing elementary and secondary education funding. Improving public safety. Providing for the most vulnerable within our communities.

13. FY16 Democrat Budget Proposal Democrat FY16 Budget: $36.3 billion Over $3 billion out of balance based on $33 billion revenue estimate. An increase of about $300 million over FY15.

15. Governor Rauner’s Budget Proposal Gov. Rauner’s budget proposal spends $31.5 billion with the $500 million surplus going toward old bills. He has supported a budget that requires Illinois to “live within our means.” He has stressed that Illinois needs structural reforms before discussion of increasing revenue. He remains open to bipartisan negotiations.

17. Illinois’ Pension Deficit Totaling over $110 billion, Illinois has the worst-in-the-nation unfunded public employee pension liability. Years of missed pension payments and mismanagement resulted in our current pension crisis. In 2013, lawmakers passed a pension reform measure that would have restructured the state employee pension system. In May 2015, the Illinois Supreme Court struck down the 2013 law. We must work together in bipartisan cooperation with Governor Rauner to develop a solution that is both constitutional and sustainable.

Sponsored SB 689 to provide legal protection for licensed home health care nurses transporting controlled prescribed substances for their patients.
