2 What is SEVIS? An internet-based system through which schools will report information to the US Government on: * F-1 academic students * J-1 exchange visitor students * J-1 exchange visitor scholars * Dependents to these individuals

3 Patriot Act l Enacted October 26, 2001 l Unfunded mandate requiring SEVIS compliance by January 30, 2003 l Mandates tracking of non-immigrants Enhanced Border Security Act l Signed into law May 14, 2002. l Requires schools to electronically notify US consulates of student or scholar’s status.

6 UCD SEVIS Compliance All educational institutions that enroll international students or employ or invite international scholars must comply with SEVIS regulations by January 30, 2003.

7 When does SEVIS Compliance Really Begin?  New international students and scholars beginning January 30, 2003, must be tracked in SEVIS.  Any current international student or scholar applying for an immigration update or benefit after January 30, 2003, must be enrolled in SEVIS.  UCD must enroll all remaining international students, scholars and their dependents into the SEVIS system by August 1, 2003.

8 SEVIS Time Constraints  SEVIS will require SISS... –to report specific information about UCD students, scholars, and their family members within proscribed hours or days –to download requested immigration documents from SEVIS system within 48 hours of preparation

9 SEVIS: Changes and Impact  30-Day Rule: New international students are no longer able to enter 60-90 days prior to the start of program.  Dismissal MUST be considered within the context of SEVIS.  Part-time course load rarely permissible.  PELP and Filing Fee difficult to automate.

10 Audits  INS is required to audit higher education institution compliance records every two years.

11 Liabilities Student or Scholar Liabilities:  delayed  denied entry into the US  deported University Liabilities:  Failure to comply could result in a one year suspension in admitting or inviting international students or scholars.  Failure to comply could jeopardize NSF and other federal funding to UCD.

12 Compliance: UCD Prepares X UCD current international international student and employment business practices under review X SISS is reviewing with campus departments how information is currently collected about the target populations across campus X SISS preparing systems that will house the master record for the tracking of all information for our SEVIS populations X SEVIS Working Group developing web-based system for international students, scholars, and departments to share information with SISS

13 Solutions and Response X SISS will collect information from various campus sources for SEVIS reporting, including Banner, New SISS Web Interface System, campus departments, and UCD remote locations. X Campus Cooperation: SISS, Admissions, Registrar, IT, Graduate Studies, Extension, UCD remote labs, Human Resources and the Professional Schools all actively involved in streamlining the process. X New software: SISS will utilize FsaAtlas software to track information on our international students and scholars and report SEVIS events to INS and DoS. X System offers SISS staff an internal buffer allowing staff to consult with international student or scholar prior to submitting potentially damaging information to SEVIS.
