2 What is a Local Public Service Agreement? LPSA - licence to innovate, opportunity to secure additional resources in return for agreed increase in activity A 3 year agreement between the Local Authority and ODPM LA receives ODPM funding in return for increased performance Failure to achieve targets may result in LA having to pay pump-prime funding back Achievement of targets will result in financial reward to the Local Authority

3 LPSA on Home Energy - NELC 12 LPSA’s negotiated in North East Lincolnshire including one on Home Energy Funding 2 staff for just over 2 years + promotional budget Targets based on Warm Front & SHEEP activity in NEL Includes Warm Front referrals, boiler, cavity wall and loft insulation installed measures Base-line year 2002/3 Reward

4 2002/3 base-line x 3 years + stretch Actual NELC targets –Warm Front referrals (5574 - 4012)10% –SHEEP + Warm Front measures (6407 - 3800)30% –GJ’s of energy saved30% –tonnes of CO 2 saved30% Targets

LPSA is one method of securing additional resources to increase the amount of HECA activity undertaken in your area. Consider: –Profile –‘Thematic’ or ‘Geographic’ Target –Consider outcomes rather than inputs –Robust Base-line data –Level of previous performance - Are targets achievable? –Consider ‘Turn the Curve’ Model to put forward your arguments –Can reward money be secured to sustain the service established through LPSA’s
