The new Task Force on Techno-economic Issues Presentation of TFTEI The Executive Body, at its 33 rd session, Dec 2014, established, by Decision 2014/2, the creation of the new Task Force on Techno-Economic Issues (TFTEI), as merge of the existing Expert Group on Techno-Economic Issues (EGTEI), the Task Force on Heavy Metals (TFHM) and the discontinued Task Force on POPs (TFPOP). The experts of the three groups work together in the new Task Force TFTEI, and EGTEI, TFHM and TFPOP disappear as such. TFEIP/US-DOE Workshop (Milan, May, 13-14, 2015)

Organization of TFTEI TFTEI is led by France and Italy, who offer the 2 Co- Chairs, in strict cooperation with the Chair of the former TFHM, Katja Kraus and, as usual in EGTEI, supported by a Technical Secretariat formed by the Interprofessional Technical Centre for Studies on Air Pollution ( CITEPA), the Karlsruhe Institute of Technology (KIT, formerly known as DFIU/IFARE) and with the technical and financial support of the Agence de l’Environnement et de la Maîtrise de l’Énergie (ADEME). Mandate of TFTEI ….. “The new Task Force on Techno-economic Issues, drawing on the expertise of the former Expert Group on Techno-economic Issues and other expertise as appropriate, shall perform the following tasks in addressing emission abatement technologies for stationary and mobile sources and other tasks requested by the Executive Body for the Convention on Long-range Transboundary Air Pollution or by the Working Group on Strategies and Review, assuming that adequate financial and human resources are available” …. Tasks of TFTEI ….. a) Update and assess on a regular basis the information on emission abatement technologies for the reduction of the atmospheric emissions of SO2, NOx, VOCs, dust (including PM10, PM2.5 and black carbon), heavy metals and POPs from stationary and mobile sources, including on the costs of these technologies; b) Create and maintain a regional clearing house of control technology information for emissions of SO2, NOx, VOCs, dust (including PM10, PM2.5 and black carbon), heavy metals and POPs with the aim of being a reference place for dissemination of information to the experts of the Parties; The new Task Force on Techno-economic Issues TFEIP/US-DOE Workshop (Milan, May, 13-14, 2015)

Tasks of TFTEI c) Cooperate with the other technical bodies of the Convention — in particular the Task Force on Emission Inventories and Projections and the Task Force on Integrated Assessment Modelling — to create synergies, maximize results and optimize resources when performing its tasks; d) Cooperate with technical bodies outside the Convention as needed; e) Cooperate with the Coordinating Group on the promotion of actions towards implementation of the Convention in Eastern Europe, the Caucasus and Central Asia with the purpose of providing techno-scientific assistance to those countries; g) Provide assistance to the Implementation Committee if it so requests ; The new Task Force on Techno-economic Issues TFEIP/US-DOE Workshop (Milan, May, 13-14, 2015)

Work of TFTEI/EGTEI on Black Carbon The new Task Force on Techno-economic Issues At its 25th session in December 2007 the Executive Body (ECE/EB.AIR/91) “64 (a) Invited the Expert Group on Techno-economic Issues to initiate work for a possible revision of the Gothenburg Protocol and its annexes, including through revising the guidance documents on sulphur dioxide (SO2), nitrogen oxides (NOx) and VOCs;” EGTEI was also invited by WGS&R_41 (ECE/EB.AIR/WG.5/2008/5 ): “18. The Expert Group on Techno-economic Issues will also be asked to draft an annex on limit values for emissions of PM (PM2.5 and PM10) from stationary sources. ” TFEIP/US-DOE Workshop (Milan, May, 13-14, 2015)

Work of TFTEI/EGTEI on Black Carbon Work on Small Combustion installations (sub-group led by the Swiss Federation) At its 45th session, in Sept. 2009 the WGSR invited EGTEI to explore the possibility of establishing ELVs for PM for small combustion installations, including considerations on black carbon (BC) emissions from small combustion installations (delivered in 2010) Work on Small Combustion installations carried out by the sub- group of EGTEI led by the Swiss Federation, established in Nov. 2009). Work on BAT for emission control on Mobile Sources The European Commission (DG Environment) established a project (Dec. 2013 – Dec. 2014 ), by a service contract to EMISIA and IIASA on : ‘Best available technologies for emission control techniques on mobile sources’ In the frame of this work the Black Carbon emissions and control techniques were also addressed. The BAT technical report and the related Guidance Document to the Gothenburgh Protocol will be presented at the next annual meeting of TFTEI.
