4 OGC ® Copyright © 2015 Open Geospatial Consortium Proposed Hydrologic Feature SWG The Hydrology DWG recommends that the OGC Technical Committee approve the formation of a „Hydrologic Feature Standards Working Group“ to submit a “Hydrologic Feature Standard” via the RFC process and accept its charter. –Pending and final edits and review by OGC staff –A RFC Submission Team is formed, a charter of the SWG was developed and discussed. The SWG charter will be finalised and sent to TC for approval by an electronic vote in July 2015. –Motion: Bruce Simons –Second: David Blodgett –The vote was 7 in favor, 1 opposed, 2 abstain. Objective of the SWG is to progress the HY_Features hydrologic feature model to the state of an adopted OGC standard for a stable identification and referencing of hydrologic features. Issue: A standard for this conceptual model needs to show its relevance and usefulness for, eg, US NHD and Australian Hydro Fabric. An Interoperability Experiment is recommended.

5 OGC ® Background HY_Features, common hydrologic feature model Formalism (ISO UML Application Schema) of definitions based on the terminology in use in the WMO community, published in the “International Glossary of Hydrology”, published as a discussion paper for some time (OGC 11-039r3), (Parts of) used successfully in –OWS 10 as a target model for interoperability across heterogeneous data sets, –AU Hydrological GeoFabric (AHGF) at the AU Bureau of Meteorology, –Open Management Platform (OMP) of the EU WatERP project. Represents the “sampledFeature” target of WaterML – a data set independent way of specifying the type of feature being observed. 6 OGC ® Intended Scope Conceptual model – generalised requirements Conformance targets: – Implementation Schema Part 2, GML schema Part 3, OWL (ISO 191150 encoding) –Data Data is conformant to HY_Features if it can be encoded using a conformant implementation schema And, it uses the same identifiers for features whenever these are defined or referenced in data encoded using an conformant implementation schema HY_Features is primarily concerned with being able to identify if the same feature is being referenced in different contexts.
