Proposal Evaluation - Step 1 Phase I and II Those proposals that pass administrative screening are evaluated by NIST subject-matter experts for: Technical approach & anticipated benefits Adequacy of proposed effort Soundness & technical merit of approach Qualifications of principal/key investigators & staff Commercialization potential 8

Proposal Evaluation - Step 2 Those proposals that are highly ranked in Step 1 are evaluated by a NIST-wide panel for (Phase I only): Potential to meet NIST program priorities Economic impact SBIR Program priorities (manufacturing, energy efficiency, minorities, HUBZones, etc. NIST awards cooperative agreements. 9
