® New MTAC User Groups/Work Groups/Task Teams Work Group #167: Solutions for Pieces Excluded from Service Measurement Start date: 1/21/2015 Target Completion Date: 3/31/2015  Industry Leader – Jody Berenblatt, Continuity Shippers Association, MTAC Association Executive  USPS Leaders – John Nabor, Business Systems Analyst/Martha Forrest. Program Manager, Service Performance Measurement, Engineering  Issue Statement Synopsis: To identify, recommend, and assist in testing solutions to get more mail pieces into service performance measurement. This includes: Lack of or inconsistent mail visibility data Discrepancy in eDoc Preparation Discrepancy in Mail Preparation

® New MTAC User Groups/Work Groups/Task Teams Work Group #168: FSS Multi-scheme Pallets Start date: 11/4/2014 Target Completion Date: 1/31/2015  Industry Leader – Susan Pinter, Direct Gardening Association, MTAC Representative  USPS Leaders – Cathy Moon, Manager Operations Integration & Support/Paul Mitchell, Operations Specialist  Issue Statement Synopsis– The Joint USPS and Industry Flats Strategy group and a Lean Six Sigma effort with industry Mail Service Providers identified an opportunity to reduce the quantity of low volume scheme pallets resulting from the 250lb minimum under FSS preparation rules. Modifications to the FSS Stand Alone Mail Prep (SAMP) are being tested by USPS Engineering which would facilitate sorting and prepping multiple schemes from a single pallet. This appears promising; therefore, impacts and opportunities must be evaluated from all perspectives to ensure successful implementation.

® New MTAC User Groups/Work Groups/Task Teams Work Group #169: Refining Package Machinability Standards Start date: 2/5/2015 Target Completion Date: 1/31/2017  Industry Leader – Richard Porras, Continuity Shippers Association, MTAC Representative  USPS Leader – Cathy Moon, Manager Operations Integration & Support/Christian Rivera, Operations Industrial Engineer  Issue Statement Synopsis– Some mail currently qualifying as machinable is not compatible with processing on USPS automated equipment. The lack of compatibility results in manual handlings which drive up costs attributed to these products. The requirements for machinability will be refined to reflect only mail which can be successfully processed on USPS automation. Efforts will be made to identify options that would allow the piece to continue to qualify as machinable.

® New MTAC User Groups/Work Groups/Task Teams Task Team #23: Readiness for Trend Based Verification Start date: 01/21/2015Target Completion Date: 3/31/15  Industry Leader – Todd Black, American Catalog Mailers Association, MTAC Representative  USPS Leader -Pritha Mehra, VP, Mail Entry & Payment Technology  Issue Statement Synopsis– The USPS will transition from sample-based verification at acceptance to a trend-based verification that will take place post mail acceptance leveraging data and reports to assess quality of mail. A Task team is proposed to provide recommendation on readiness of Reports and Systems to ensure smooth transition to this new approach.  Validate Data Quality across Key Reports and Invoices  Validate Stability of Systems  Validate data attribution  Communicate thresholds and approach

® Desired Results: 1.USPS will share the approach for establishing thresholds for each program 2.Validate attribution of data to the correct parties 3.Validate stability of systems via published metrics to consistently meet established SLAs for eDoc processing, report availability, data availability, and mailer feedback 4.Validate data quality across key reports and invoices Task Team #23: Readiness for Trend Based Verification

® Task Team #23: Readiness for Trend Based Verification

® Task Team #23: Readiness for Trend Based Verification 1.USPS will share the approach for establishing thresholds for each program USPS Developed and Shared Threshold document that describes approach for Threshold establishment Group Provided Feedback and Requested Updates Threshold document will be posted externally on RIBBS shortly 2. Validate Attribution of Data to the Correct Parties Reviewed MTAC 163 recommendations and USPS compromise position Reviewed changes proposed in April Reviewed Guide to Postage Assessment Provided Feedback Guide to Postage Assessment will be posted externally on RIBBS

® 3.Validate stability of systems via published metrics to consistently meet established SLAs for eDoc processing Reviewed Initial Set of Metrics Working to finalize a comprehensive set of metrics and distribute across workgroups for comment 4.Validate data quality across key reports and invoices Next Steps: Review Test Plan and approach for validating key reports and invoices and work through usergroups / workgroups to test Task Team #23: Readiness for Trend Based Verification
