Changes to the Florida Teacher Certification Examinations (FTCE) Update Florida’s competencies and skills across Subject Area Examinations (SAEs), the Professional Education examination, and the General Knowledge Test to conform with updated standards. Set passing scores for all revised exams to align with adopted standards at the appropriate level needed by an Effective Teacher Education Applicant (ETEA) and by a Beginning Effective Teacher Candidate (BETC).

Florida Teacher Certification Examinations November 2014 Rule Updates Approved “Competencies and Skills Required for Teacher Certification in Florida, Twenty-First Edition,” which includes updated competencies and skills for selected examinations. DUAL ENROLLMENT PROGRAM S. 1007.271, F.S., was revised in 2014 (House Bill 5101) to: Authorize funding for a Florida College System institution equivalent to the standard tuition rate per credit hour for each dual enrollment course taken by a student during the summer term, subject to annual appropriation ($4.8 m) Eliminate school district payment requirement for courses taught by school district faculty on high school campus Expand requirement to develop a comprehensive dual enrollment articulation agreement to all public postsecondary institutions House Bill 7031 also revised s. 1007.271, F.S., by changing the eligible dual enrollment population from secondary students to students in grades 6 through 12

COLLEGIATE HIGH SCHOOL PROGRAM S. 1007.273, F.S. requires: Florida College System institution and area school districts to enter into a collegiate high school program contract annually by January 1 Collegiate high school program must, at a minimum, be available to high school seniors and allow a student to earn 30 college credits and industry certifications Funding for collegiate high school programs is consistent with dual enrollment funding, including school district payment for participation on college campus and high school campus with college faculty

FCS Performance Funding 2014-15 (Recommendation) 2014 Legislature required the Commissioner to recommend a methodology for performance funding for the Florida College System by December 31, 2014 with up to ten (10) metrics, to include the following: 1) Percent of graduates employed (FETPIP) 2) Cost per graduate (tuition and fees) 3) Graduation rate (150% and 200%) 4) Retention rate (still enrolled, fall to fall) Additional recommended measures include: graduate wages, graduation rate for Pell recipients, time-to-degree, credit earned milestones (12, 24, 36), local measure Consideration for current performance effectiveness and rates of improvement
