3 Background Creation of the Office for Transportation Security (OTS) in 2004 & approval of the NCASP, NCASTP, NTP/QCP Organization OTS to fulfill its mandate as a single authority on security in accordance with E. O. 277 & E. O. 311

4 Capacity Building Training Qualified personnel in all assigned functions (Security Screening Officers-SSO, Quality Control Inspectors, Avsec Training Specialists) Securing approval of nine (9) Transport Security Regulations (TRS) for the Aviation Sector

5 Capacity Building Continuous training and re-training of security personnel both locally and abroad. Master Planning for sustained capability to provide training for all modes of transportation.

6 Measures to Secure Civil Aviation
Full compliance with all international and local legislations, rules, and regulations. (Annex 17 and related conventions, NCASP) Stricter enforcement of cargo security regulations.

7 Measures to Secure Civil Aviation
Implementation of redundant system for screening passenger and their cabin baggage at international airports. Harmonization of all security entities providing service at the airports. (National Police, Airport Police, Screening personnel, Private Security, and other concerned entities)

8 Measures to Secure Civil Aviation
Sustained performance monitoring of all avsec personnel implementing security controls by qualified and trained supervisors and inspectors. Background checks on all security personnel and airport workers granted restricted area access.

9 Measures to Secure Civil Aviation
Implementation of regulations on the carriage of Liquids, Aerosols, and Gels in as cabin baggage in accordance with ICAO & OTS regulations. Strict monitoring of known suppliers of Security-Tamper Evident Bags (STEB’s)

10 Utilization of Technology
Acquisition of modern x-ray machines with TIP and EDS capability. Acquisition of modern metal detectors. Acquisition of test pieces for all technical screening equipment. Consistent monitoring of effectiveness of technical screening equipment.

11 Utilization of Technology
Acquisition of Mobile and Handy Explosives Trace Detection Systems (ETDS). Ensuring effective interface between man and machine thru appropriate training methodology using ICAO TRAINAIR approach.

12 Areas of Concern Rapid increase in volume of international passengers versus airport capacity. Augmentation of present security personnel deployed at international airports to address previous concern. Some technical screening equipment needs immediate replacement.

13 Actions from APEC Economies
Technical assistance on provision of adequate screening equipment. Training assistance for specialized avsec functions (QC Inspectors and trainors, Avsec Instructors/ Supervisors)

14 Actions from APEC Economies
Technical assistance on the establishment of training facility for sustained training capability. Sharing of best practices in aviation security especially on recent regulations.
