2 “Building the GCOOS” Theme of this meeting Following results of the latest election of Board members, we will hear a statement of some priorities of the NOAA IOOS Office for Building IOOS. The agenda will include presentations dealing with building GCOOS by: – Integration of Data – Maintenance of extant observing elements – Enhancements to observing system elements – Expanding membership in the GCOOS-RA – Identifying user requirements for data/products – The 2009 action plan for the GCOOS-RA

3 You will hear reports of other activities in the region by related observing system activities. Special attention will be given to strengthening interactions between GCOOS and the Gulf of Mexico Alliance. The parties will have the opportunity to present issues of interest to them. The Board members also are parties and we hear of their concerns often. However, we hope in future to hear suggestions and concerns from the Parties to the MoA This afternoon you will hear reports from the committees and councils comprising the structure of our Regional Association. Tomorrow will be devoted to a business meeting of the Board.

4 Suggested Foci from the Chair At this time, I suggest that the efforts of the GCOOS-RA be focused primarily on three endeavors: One is to establish a data and product portal to seamlessly serve non-proprietary information to all potential users in the Gulf region. This will integrate and better utilize existing sources of measurements and products and form the kernel of a GCOOS Operations Center. The second is to further identify and prioritize the needs of potential users for data and data products. This will enable the best utilization of funds available for enhancements to the current system.

5 Suggested Foci from the Chair 2 The third is to improve GCOOS communications, including our web site and regular newsletters. This will enable all potential stakeholders, both users and providers of information, to more easily learn about and utilize GCOOS. We do not wish to imply that the other activities needed to build the GCOOS (and discussed today) should be overlooked. Rather, with our currently limited resources, we believe that we can make the most progress toward building the GCOOS by keeping our focus on these three lines of activity.

6 The GCOOS Office staff have spent significant time on improving communications since the last Board meeting. [This is not covered on today’s agenda.] — The new web site has been introduced although it is not yet complete. It is easy to navigate and has new features—some based on suggestions made at our recent recreational boating workshop. — We now have a standard format, text, and pictures for flyers to be produced for and introduced at meetings and workshops. — We are distributing to our list serve a monthly newsletter containing pertinent meetings during the next six months and proposal opportunities. — We continue to participate in as many meetings of sister organizations as feasible and productive. Additional assistance in such representation would be welcome

7 Wishing you a Productive Meeting I regret that I will not be at your meeting; it would not be wise for me to travel this week. Especially I will miss hosting the traditional Board dinner with wine tasting. I wish you a pleasant and productive meeting.
