1 ENTERPRISE GIS ARCHITECTURE NJMC DISTRICT By TIMUCIN BAKIRTAS MERI 2002

2 GIS environments commonly began with single-user workstations at a department level within the NJMC organization in 1994. Staff: Dom Elefante only. Hardware: A pc 4x86 machine. Software: Back then they only had one licensed PC ArcInfo. Data: 5 coverages and no raster images.

3 After the collaboration with CIMIC, Rutgers University in 1999, MERI GIS is established. Staff: Dom, Adrian, Gabby, Tim Hardware: 10 Workstations, a Database Server( Oracle 8.1.7 ) 1 Web Server (IIS 5.0) and 1 City view Server. Sofware: 2 ArcGIS Licence issued to NJMC 25 ArcGIS licence issued to MERI (Full extension) Data: Over 200 Coverages and Shapefiles. 20 GB Raster images. Large size Landsat data images from CIMIC GIS labs.

4 Through out the evaluation of GIS history in NJMC There is an on-going effort in the expansion of GIS data Number of expert GIS users Highly level sophisticated hardware and software technology

5 WHAT ARE MERI GIS GOALS NOW? Question: Especially with the incorporation of 14 municipalities using GIS Question: How is MERI GIS going to implement this?

6 MERI GIS GOALS… To develop an enterprise GIS architecture and solutions with the incorporation of a MERI GIS team, staff of NJMC and staff of the 14 municipalities. To centralize its resources and efforts, reducing the overlap in GIS functionalities and their cost. To ensure quality GIS services and data access to the municipalities and other NJMC departments.

7 MERI GIS is planning to implement the GIS enterprise solutions in three stages.

8 FIRST LEVEL : Make GIS data available online for NJMC staff and public on the Internet as a feature Map Service and Feature Data service. Share GIS data with municipalities, other government agencies, Universities, and the public.

9 SUB TASKS : MERI GIS has already completed 50 % percent of this stage, developing an interactive map service site on the Internet. http://giscimic.rutgers.edu/interactivemaps.htmlhttp://giscimic.rutgers.edu/interactivemaps.html MERI GIS has published a template parcel information map for the Town of Secaucus and Borough of Carlstadt which gives public ability to query, search and identify parcels by block-lot number, address and owner name. MERI GIS is planning to integrate the individual municipality’s parcel maps with NJMC’s District parcel coverage.

13 SECOND LEVEL : Promote and coordinate effective use of GIS and database technology throughout the municipalities. Leverage spatial and related data to improve municipal business practices and improve access to municipal GIS data as well as ensure access to NJMC GIS data.

14 SUB TASKS: One of the first initiatives of MERI GIS is to centralize GIS data, establishing a corporate GIS Database and repository containing all the coverages, shapefiles, raster images and tabular data utilizing Oracle and ArcSDE.

16 SUB TASKS: Providing Municipalities and other NJMC departments necessary hardware and software technology, and training staff from these agencies with the guidance of MERI GIS team. They could access MERI GIS database simultaneously, be able to view all the data, and if necessary, be able update it.

18 THIRD LEVEL : Establish a standard data format for geographic information systems acquired, purchased, or produced by any municipalities or agencies. Significant reduction in redundant data capture and management efforts in all areas, and a standardized, accurate, consistent up-to-date, and comprehensive database.

19 SUB TASKS: Collect any kind of existing tabular or vector/raster data, and convert them into a standard ArcSDE format to populate our centralized database.

21 SUB TASKS: Better coordination among departments and agencies throughout the municipalities and better support and decision making for mission-critical operations, particularly public safety.
