2 24-07-2002 National School of Public Health of Lisbon2 INTRODUCTION   Cardiovascular disease (CVD) is the greatest public health epidemic globally;   CVD is the number one killer and the major cause of disability in Europe;   Half the deaths in the industrialised world are the result of CVD;   The major causes of CVD are well known and have been well documented: smoking, poor dietary habits, lack of exercise, high cholesterol;   In 1984, WHO established the Countrywide Integrated Noncommunicable Diseases Intervention (CINDI) Program; – –CINDI supports the development, in member countries, of comprehensive policies to prevent noncommunicable diseases ( NCDs ) and alleviate their consequences – –A key objective is to reduce risk factors common to major NCDs though programs based in communities and workplaces – –CINDI has become one of the most active WHO programs for mobilizing health professional to adopt and apply principles of health for all. Program efforts have created a network of 24 countries, including Portugal, that work individually and collaboratively to prevent NCDs

3 24-07-2002 National School of Public Health of Lisbon3  As there isn't any evaluation of CINDI program in Portugal and is necessary to support the increment of the program to national level for ten more years, the authors propose a qualitative evaluation through Delphi panel technique, once it doesn't exist quantitative data. PROBLEM

4 24-07-2002 National School of Public Health of Lisbon4  Is necessary demonstrate the effectiveness of the CINDI program and the investment in financial and human resources with this program, to base on a political decision of elargement the program at national level (Portugal), for ten more years. RELEVANCE FOR PH AND HP

5 24-07-2002 National School of Public Health of Lisbon5  Aims:  Collect opinions and evaluate perspectives of the leadership members of the most important sectorial areas defined in the CINDI Program.  General Objective:  To contribute for the take political decision with base in the experience about the CINDI program in past years activity.  Specific Objectives:  Create a questionnaire for the technique Delphi Panel that contributes to political and technical decision for the future implementation of CINDI Program in a national level (Portugal).  Application of the Delphi Panel to the leadership members of the most important sectorial areas defined in the CINDI Program.  Develop and to deepen the information to the social partners and scientific community. AIMS AND OBJECTIVES

6 24-07-2002 National School of Public Health of Lisbon6  Transversal and qualitative study, through Delphi panel technique, with three rounds.  Experts group: –People with different professional activity involved in the CINDI program (experts and community representation)  Data collection: –Questionnaire with close questions of two types (Strategic and operational) METHODOLOGY

7 24-07-2002 National School of Public Health of Lisbon7  Expected Opportunities: –Identification of the relevant strategies for the creation of a monitoring system; –Fundamentation of a future political decision and future proposals.  Constraints: –The difficulties started to follow a logical reasoning because of the lack of data existent and because it is very difficult to demonstrate the advantages of 15 years of CINDI application in Portugal- Setúbal as support of a future political decision which will mobilise resources (that are scarce); –Stimulate and maintain the adhesion of the experts group. Stimulate and maintain the adhesion of the experts group.  Expected Results: –We expect that this project will bring a contribution to the political decision of widening of the CINDI program for more 10 years and at a national level; –To contribute for the creation of the evaluation method of health promotion program. 8 24-07-2002 National School of Public Health of Lisbon8  Internal Communication  Give information and a contribute to Director General for Health and the Health Services (Direcção Geral de Saúde) with the aim of creating a fundamentation base for decision making.  External Communication  Community involvement, articles publications about these matters and contribute for mass media information COMMUNICATION

9 24-07-2002 National School of Public Health of Lisbon9  This project will be developed in a period of six month, between January and June of the next year. FOLLOW UP
