3 How does renewable energy relate to Western’s mission? including Native American tribes. Western’s Strategic Plan is designed to deliver results along four strategic themes….Number 3: Further develop partnerships with our customers, WESTERN’S MISSION STATEMENT Today, Western carries out its mission to market and deliver renewable, non-carbon emitting, reliable, cost-based Federal hydroelectric power in partnership and with the support of its more than 700 power and transmission service customers; including, municipalities, rural electric cooperatives, state and Federal agencies, public utility and irrigation districts and Native American tribes.

4 Is there anything long-term for small businesses to know about Western’s energy strategy? Using Western’s Recovery Act Borrowing Authority Western is using borrowing authority under the Recovery Act to help build the $213 million Montana-Alberta Tie Limited transmission project between Great Falls, Mont., and Lethbridge, Alberta, Canada. The project meets the criteria established for Western’s Transmission Infrastructure Program and is the first to use our new borrowing authority.Recovery ActTransmission Infrastructure Program The MATL project will be funded through a public-private partnership between Western and Tonbridge Power Inc. with up to $161 million of the total project costs funded through Western’s Recovery Act borrowing authority.MATL projectTonbridge Power Inc. 5 Sonoran-Mojave Renewable Transmission Project Description: Nine public and private power firms/entities are considering development of the SMRT. As currently envisioned, SMRT would construct new transmission lines and upgrade the existing grid to help deliver renewable energy from remote sites in southeastern California and western Arizona to load centers across the desert southwest.

6 Statements of Interest Through the Request for Interest process published in the Federal Register, the public is invited to make Western aware of potential transmission projects by submitting Statements of Interest. Many Statements of Interest were submitted by American Indian Tribes! 7 Why is Western’s activity in renewable energy important to YOU and how will it affect YOU in the future? Western’s first AARA Project, MATL, connects economics and jobs by: providing the financing arrangement between Montana Alberta Tie Ltd. and MATL LLP—the Canadian project developers—and Western. The $161 million of Western’s borrowing authority under the Recovery Act and was finalized on Oct. 27. Total project costs are estimated to be $213 million. building transmission lines located on U.S. soil, about two-thirds, or 133 miles, of the 214-mile long transmission line. improving the U.S. job market because the project will be constructed by a U.S. workforce using U.S.-produced materials within the provisions of the “Buy American Clause.”

A Montana contractor will complete construction, which is expected to create dozens of jobs. creating hundreds of additional jobs for workers to build wind farms near Cut Bank, Mont., and across the region. allowing millions of dollars worth of MATL’s Green Tags to be sold domestically. BENEFITS TO US: Connecting to renewable energy by building the lines to enhance development of wind in Montana. Once energized, as early as 2010, MATL will bring new transmission capacity online to support 300 to 600 MW of wind energy—enough to power 150,000 to 300,000 homes, serving up to a million with renewable energy.
