The policy cycle usually involves an agenda-setting, formulation, budgeting, implementation, and evaluation. They change constantly due to dynamic environmental factors. Throughout the policy process, it is important to understand underlying human factors or psychological underpinnings which drive behavior during formulation and implementation.
