In 1998 France, Italy, the United Kingdom and Germany signed the Sorbonne Declaration on the "harmonisation of the architecture of the European Higher Education System" Sources: Ministers Communiqués ; EUA (European University Association)

In 1999, Ministers of Education from 29 European countries signed the Bologna Declaration which aims to create a coherent and cohesive European Higher Education Area (EHEA) by 2010. In Prague (2001), it was agreed to add three more action lines: inclusion of lifelong learning strategies involvement of higher education institutions and students as essential partners in the Process promotion of the attractiveness of the European Higher Education Area Sources: Ministers Communiqués ; EUA (European University Association)

In Berlin (2003), it was agreed to speed up the process by setting an intermediate deadline of 2005 for progress on: quality assurance the adoption of a system of degree structures based on two main cycles recognition of degrees Sources: Ministers Communiqués ; EUA (European University Association)

Moreover, it was decided to add the additional Action Line "Doctoral studies and promotion of young researchers", including specific mention of doctoral programmes as the third cycle in the Bologna Process. In Bergen (2005), Ministers committed themselves to making progress on: Implementing the agreed standards and guidelines for quality assurance Implementing national frameworks of qualifications Awarding and recognising joint degrees Reinforcing the social dimension and removing obstacles to mobility Sources: Ministers Communiqués ; EUA (European University Association)

They noted that in many parts of the world the Bologna reforms have created considerable interest on a range of issues : –Recognition of qualifications –Benefits of cooperation based upon partnership –Mutual trust and understanding and the underlying values of the BP In some countries in the world, efforts have been made to bring their HE systems more closely into line with the Bologna framework. The strategy “The European Higher Education Area in a Global setting” was adopted: Core policy areas: –Improving information on, and promoting the attractiveness and competitiveness of EHEA –Strengthening cooperation based on partnership –Intensifying policy dialogue –Improving recognition Source: Ministers Communiqués

London 2007: Looking forward to 2010 and beyond The year 2010 will mark the passage from the Bologna Process to the Europen Higher Education Area The need for collaboration will continue beyond that year, reaffirming the commitment to higher education as a key element in making our societies sustainable, at European and world level Sources: Ministers Communiqué
