3. Universities seem to be in the horns of a dilemma when it comes to institutional change, hovering between top down and bottom up approaches. That top down change is invariably resisted and bottom up approaches are slow and partial highlights the importance of a forthright and listening leadership where strategic and institutional change is less planned from above and more crafted in action and learning throughout the organisation around the development of shared sense of institutional direction (Dearlove,1997)

Institution wide consultation with all stakeholders via a online survey and focus groups.
Development at all levels of the project of cross functional teams.

Focus on Integration of systems.
