2. CRTP PROPOSAL FOR A HUB-MODEL CONCEPT  History of OFNTSC Delivery of CRTP CRTP plays a major role in the delivery of safe water to First Nations people. CRTP delivered using OFNTSC staff (2) and contract trainers for the past 4 years Contracted training by Genivar/ MacViro Consultants completed on March 31, 2007. 48 communities received CRTP training in 2006-2007 using OFNTSC and contracted trainers. Plant operators were issued with CEU certificates.

3. CRTP PROPOSAL FOR A HUB-MODEL CONCEPT Current Status of CRTP Since April 2007, CRTP, hands-on, is being delivered by two OFNTSC employees, N. Paul and A. Armstrong The OFNTSC Executive Board has requested a proposal to deliver CRTP to all First Nations. After reviewing several options, the Executive Board members have requested a proposal following a hub- model concept to deliver CRTP to all First Nations. This proposal is meant to address the CRTP needs with hands-on approach and on-site repairs by the trainers following a hub-model approach in future possibly 2008. This proposal once approved by the Board and INAC for funding will be implemented for all First Nations. A separate proposal is being developed for one year and is proposed to implement in the near future. Advertisement has been placed for hiring First Nation trainers as requested by the Executive Board.

4. CRTP PROPOSAL FOR A HUB-MODEL CONCEPT  Highlights of the Hub-Model Based Proposal A proposal for CRTP delivery using a hub-model concept was submitted to Executive Committee. They requested some modifications. These are being made. The OFNTSC Board provided approval for liability insurance so that trainers could assist plant operators in carrying out repairs during the trainer’s visit. Any specialized repair works will be contracted out. On approval of the Board, OFNTSC will submit the proposal to INAC.

5. CRTP PROPOSAL FOR A HUB-MODEL  Highlights of the Hub Based Proposal The proposal allows for expanding CRTP to all First Nations in Ontario It proposes having a trainer at each Tribal Council to deliver the training to their First Nations. In some instances nearby Large First Nations will also receive CRTP training through a Tribal Council. OFNTSC will directly deliver CRTP training to 21 Unaffiliated First Nations and three Large First Nations (Mohawks of Akwesasne, Mohawks of the Bay of Quinte and Six Nations). The CRTP training will include “hands-on” training using the OETC approved training manual. Operators will receive CEUs. The proposal identifies the need for 19 trainers including 15 working from the Tribal Council offices.

6. CRTP PROPOSAL FOR A HUB-MODEL CONCEPT  Highlights of the Hub Based Proposal The proposal includes an emergency repair fund that will allow trainers to undertake emergency repairs. This should help with the reduction of BWA’s. The “hands-on” training records will be used by the plant operators in their submission for license renewals as required by OETC in addition to specialized class room training records.

CRTP PROPOSAL FOR A HUB-MODEL CONCEPT  Challenges for CRTP:  Due to the high demand for qualified operators, it is difficult to recruit and retain experienced and certified trainers.  Salaries for trainers has gone up and as a result funding agency should consider increased funding levels for CRTP.  Other training providers are forming partnerships to provide SWOP based services. Some question the need for CRTP in these First Nations  Travel costs by the trainers in the north is expensive.  Travel is influenced by weather, especially during winter, thereby adding to costs.  Trainers are usually not certified trades people. As a result trades related activities should not be undertaken by the trainers.

11. CRTP PROPOSAL FOR A HUB-MODEL CONCEPT  Summary CRTP still has a role to play in the delivery of safe potable water in First Nations Funding needs to be increased and new delivery concept is being developed. OFNTSC is preparing for INAC consideration, a proposal that assists all First Nations through their Tribal Council and OFNTSC. First Nations are grouped into “hubs” for service delivery.
