PERSONS WITH DISABILITIES 417,685 age 21- 64 198,818 not working 13,784 with DORS work plan Definition: A person with a disability is someone who has a physical or mental impairment that substantially limits that person in one or more major life activities, or has a record of such a physical or mental impairment, or is regarded as having such a physical or mental impairment. (ADA) * includes 12,202 English Language Learners as noted below CATEGORYESTIMATED NUMBERS Department of Human Resources ActivePotentially At-Risk Previous History HOMELESS / UNSTABLE HOUSING 38,000; however, length of stay is increasing 75,000 where family spends over 50% on housing 53,000 FY2002 Definition: An individual living in places designed to provide temporary living accommodations such as emergency shelters, or living in public or private places not designed for, or ordinarily used as, regular sleeping accommodations for human beings; or Person who would become homeless imminently becuase they are being evicted from private dwelling units or are handicapped persons being discharged from institutions, no subsequent residences have been identified and they lack the resources and support networks need to obtain access to housing.

9 3/1/2006 GWIB Challenged Population Committee Initial Focus on Ex-offenders Educate committee by: Visiting sites; Reviewing currently available services; & Identifying obstacles.

10 3/1/2006 GWIB Challenged Population Committee Draft Recommendations include: 1. Support for MSDE’s request for additional funding for adult education 2. Address liability issues for employers 3. Provide more education and training ‘inside the walls’

11 3/1/2006 GWIB Challenged Population Committee Goals for 2006: Finalize and present list of recommendations to the Board at the June Advance; Determine methods to market Challenged Populations to employers; & Work with GWIB’s Center for Industry Initiatives to link demand-side to supply- side.

12 3/1/2006 Begin to refocus the work of this committee on another category within the at-risk or challenged groups; Recruit new members as a part of committee re- focus; & Take additional recommendations to the Board, as they are identified.
