Steering Committee Meeting The Steering Committee: representatives of the two partner institutions, CES-METU and JMC, University of Cologne 1st month, 12th month, 18th month of SinAN in Ankara. Joint Research Workshop: ‘Questioning the myths of enlarging EU’ Date and venue: 25 October 2008, Brussels a platform for the identification and discussion of the main questions surrounding the debate on the relationship between Turkey and the EU, the perceptions over history that characterise the current debate, and the overly-narrow agenda in the debate on Turkey’s EU accession. Formation of the research teams on the three main priority areas: EU’s institutional architecture: theories, strategies and lessons learned from enlargement (WP1) Employment, social affairs and equal opportunities (WP2), External relations (CFSP, ESDP and ENP) (WP3); and ’Myths’ and Elites

Joint Research Workshop: ‘Questioning the myths of enlarging EU’ four panels the experts on the topics will present their ideas, get feedback from discussants and participants from JMC, University of Cologne, representatives from its networks in ERA, such as EU-CONSENT and TEPSA, and associate institutions Programme research findings of the four research teams will be presented at the Flagship Conference

10. Activity 4. A Focus on Elite Perceptions intend to provide an in-depth appraisal of view, opinion and perception of the Turkish elite on a variety of related topics, including, at a general level, Europeanisation and Turkey’s membership vis-à-vis EU policies and institutions; and at a more particular level, in line with our policy priorities, Turkey’s role in CFSP, ESDP, and ENP; and Turkey’s role in the Lisbon Process. As such, the survey will provide a better understanding through deeper research and investigation on myths with the Turkish elite in focus explore how ongoing accession process affects the relationship between elites and mass, and the possible linkages between elite and mass conceptions of the Turkey-EU relationship by comparing the findings with those of the research conducted by other national and international institutions Key role: Sabancı University-Turkey and Centre for the Study of Political Change (Circap) at the University of Siena -Italy “Elite” will be defined as: the political elite composed of the Members of Parliament, high level party officials; the economic elite composed of public and private sectors’ representatives at decision making levels, business community representatives at the local level; the administrative and bureaucratic elite composed of high level bureaucrats, municipalities and local opinion leaders, governors’ office, and military elite. Incorporation of ÖYP partners for research at local level is considered an essential part of the project.

11. Activity 4. A Focus on Elite Perceptions one wave of elite survey in 2009. The exact timing of the fieldwork, sampling and content of the questionnaires for the elite survey will be designed by the partners and finalised during the Joint Research Workshop: ‘Questioning the myths of enlarging EU’. Fieldwork for each region to be conducted by a team of two researchers, one from CES-METU and one from regional universities. We expect researchers from local associates to coordinate logistical organisation, arrange the appointments with interviewees, and all relevant preparations for an efficient fieldwork. After the decision on sampling and questionnaire design, a three-day training on “Conducting Elite Surveys” will be given to selected researchers (up to 18 participants) from the associates and METU. Training to be given by 2 experts from international partner institutions, 3 from Turkey. University of Siena and Sabancı University will visit CES-METU to supervise and contribute to the handling, entering, screening and cleaning of the collected data for further analysis.

12. Activity 5. Two Joint Ph.D. Schools “Future Enlargement: Challenges and Opportunities I & II” Feb. 2009 and Sept. 2009 3 representatives from our partner, JMC, University of Cologne, and its networks in the ERA, and up to 4 representatives from CES- METU and its affiliated faculty members to teach an international group of 10 Ph.D. students for each School working on the thematic areas that fall under SInAN Each will be one-week long and involve an intensive programme of lectures, seminars and presentations of students’ research projects.

13. Activity 5. Two Joint Ph.D. Schools call for applications: Sept 2008 and Feb.-Mar. 2009 The core themes of these schools will be in line with the objectives of the Civil Society Dialogue Programme, i.e. policies of the European Union, EU enlargement and integration, and the effects of Turkey’s accession to the EU, ensuring better knowledge and understanding of Turkey within the European Union, including Turkish history and culture and the effects of accession on Turkey. Ph.D. Schools will focus on two of the priority areas out of three; (a) EU’s institutional architecture: theories, strategies and lessons learned from enlargement (b)Employment, social affairs and equal opportunities, and (c) External relations (CFSP, ESDP and ENP), depending on the demands of six ÖYP associates

14. Activity 6. Joint Flagship Conference: “Turkey’s Accession to the European Union: Communicating Research Findings for Constructive Dialogue” 16th month – Sept. 2009 in Ankara two-day conference a platform to discuss the findings of the elite interviews conducted in Turkey, and deliver the research papers by members of the research teams created in the Joint Research Workshop. Participation: CES-METU staff, 5 representatives from JMC, University of Cologne and its networks in the ERA, 12 representatives from ÖYP universities (2 from each), 1 from Sabancı University, and 1 from University of Siena and 3 Ph.D. candidates who participated in the Study Visit Programme. Aim to inform the public on the challenges and opportunities presented by the EU’s future enlargement in the three policy priorities of SInAN The overall aim of the Joint Flagship Conference is to formulate and propose strategies so as to overcome the perceived challenges facing both the EU and Turkey in the wake of the accession process and to jointly capitalize on the surfacing opportunities that this process may engender.
