11 Housing Estimating Model  Purpose is to address two specific attainable housing issues in either rural or urban communities: 1. Estimate the number of affordable units by income and is there an adequate supply of units attainable to each income group in your community? If not, how are those same households cost burdened? 2. Estimate the affordability “price gap” or difference between income and housing given shelter costs of 30%. This gap then helps to point the way in generating alternative housing opportunities. 11Guidebook for the Development of Community-Based Housing, Copyright 2011
