2 DACNET Software Requirements Specifications DACNET: An INTRANET of the Department of Agriculture & Cooperation, Ministry of Agriculture, Government of India. Purpose: To usher in e-governance in the Directorates and Field Units Component:  Deployment of e-business infrastructure  IT Empowerment of human resource  Development of e-governance applications Focus of E-Governance Applications: Better Planning, Management of resources & Productivity Improved Business Process & Delivery of services Dissemination of information &More Transparency in working Efficient Tracking of agricultural situation & Monitoring of Program/Scheme implementation Effective Collaboration & Sharing of resources

3 Objectives:  To strengthen information management capability of Directorates and Field Units  To facilitate sharing of resources and effective collaboration in planning and implementation of national policies and central programs/ schemes  To facilitate efficient dissemination of information to users and citizen  To provide efficient communication and access to internet  To improve decision making process and. delivery of services  To empower employee to use IT resources effectively for efficient management of information and communication.

4 Limitations of Manual System: o Inherent delay in processing and retrieval of information o Lack of accuracy and consistency in reporting o Loss of efforts and time in serving queries of repetitive nature o Duplication of work in different Directorates o Lack of transparency in working o Under utilization of information resources o Significant delay in traditional methods of communication o Lack of quality in planning and management of resources.

5 Department of Agriculture & Cooperation Functions: Planning, Implementation & Monitoring of Central Schemes Policy formulation for thrust areas of agricultural development Implementation of Acts&Regulations and provide services  Registration of Insecticides, Plant Quarantine services  AGMARK Certification  Quality Control of fertilizers,  Testing of Farm equipments  Training & Demonstration (IPM, Extension, Farm Equipments)etc. Ensure supply of input to Agriculture Promotion of IPM, Bio Fertilizers etc. Allocation/ Release of funds and monitoring of utilization Advice and Guidelines for implementation of policies/Programs Tracking of Agriculture situations & Crop forecasting Collection,Collation & dissemination of Agricultural Statistics Ensure minimum returns to farmers for their produce Coordination with national & international organizations

6 Organizational Structure Directorates/ Attached offices Field Units/ Centers of Directorates/ Laboratories Scheme implementation: Central Schemes for states are implemented by State Governments with theassistance from DAC. Schemes have set of components/ subcomponents Directorates provides technical guidance and monitor progress Directorates implement schemes through their centers and perform set of activities/ deliver services Flow of Information: Targets fixed by DAC in consultation with States and Directorates collect information on progress from State and report to DAC.
