2. 2 Workshop for TSPsAugust 3, 2011 Notifications to TSPs ERCOT communicates to TOs by Hotline Operation Condition Notice (OCN) o The OCN is the first of four possible levels of communication issued by ERCOT in anticipation of a possible Emergency Condition. o Jan 31 at 6:30am – OCN issued, “A cold front is approaching with temperatures anticipated to be in mid to low 18 degree range and maximum temperature expected to remain near or below freezing impacting 50% or more of major metropolitan areas. Estimated starting time Tuesday 2/1/11 0900”. o Improvements - cold weather notifications approximately 5 days away (20°F and 26°F and the maximum temperature is expected to remain 32°F or below in three or more Weather Zones). Severe cold weather (20°F and 26°F or below in five or more Weather Zones)

3. 3 Workshop for TSPsAugust 3, 2011 Advisory o An Advisory is the second of four possible levels of communication issued by ERCOT in anticipation of a possible Emergency Condition. o Feb 1 at 09:05am - Advisory issued, expecting temperatures in teens to low 20F; maximum temperatures near or below freezing impacting 50% or more of major metro areas. o Improvements - cold weather notifications approximately 3 days away (20°F and 26°F and the maximum temperature is expected to remain 32°F or below in three or more Weather Zones). Severe cold weather (20°F and 26°F or below in five or more Weather Zones) Notifications to TSPs

System Security Response Group (SSRG) o Conference call with SSRG Members o Each TO is allowed up to 3 members o Hotline call and e-mail sent giving time for the conference call. 6. 6 Workshop for TSPsAugust 3, 2011 Lesson’s Learned Expanded communications with TO’s o As ERCOT recognizes possible deteriorating conditions, ERCOT should inform TO’s of their concerns. o As ERCOT develops possible plans to meet these conditions, ERCOT should notify TOs of possible actions it will be taking to address these concerns.
