2 Overview of the problems and challenges The Hungarian educational system provides the fewest opportunities for children of parents with lower education and the children of poor families among the surveyed OECD countries (OECD PISA, 2000, 2003, 2006) Selectivity of the school system: The differences in school achievements among schools are more significant than the differences between the achievements of students within the schools. Contextual effect’: the socio-economical status of the school (the average status of the students) contributes more to the school achievements of the students, than their family background. In the OECD countries the 36% of differences in reading achievements can be explained by the differences among schools, while this proportion is 71% in Hungary.

3 Financing Integration Educational Programs Target group: Multi disadvantaged childrens, pupils Objectives of the School Integration Program: Reduce the influence of social background to the educational results, Motivate the inplementation of the effective and innovative pedagogy methods Improve the educational resoult of disadvantaged children Reduce segregation, Improve the quality of education Support the early development of multi disadvantaged children, Improve the cooperation with other sectors, and the parents Motivate the teachers working with multi disadvantaged children with financial tools
