2 American Recovery and Reinvestment Act (ARRA) Enacted: February 17 th, 2009 Total Cost: $787 Billion Goals (partial) : To create and save 3.5 million jobs over 2 years. Undertake the largest weatherization program in history by modernation 75% of federal building space and more than 1 million homes. As part of the $150 billion investment in new infrastructure, enact largest increase in funding roads, bridges and mass transit.

4 American Recovery and Reinvestment Act (ARRA) Department of Housing and Urban Development Goals: Promoting Energy Efficiency and Creating Green Jobs. One-third of funds commited to greening public and assisted housing and building an industry for increasing energy efficiency in residential properties Unlocking the credit markets and supporting shovel-ready projects. One- third of funds aimed at providing “gap financing” to existing stalled tax credit projects. Project-based rental assistance will also help stabilize properties. Mitigate effects of economic crisis and community decline caused by housing crisis. Remaining one-third of funds committed to Neighborhood Stabilization Program and Homelessness Prevention Fund.

5 American Recovery and Reinvestment Act (ARRA) Department of the Treasury Goals: Provide direct relief to low-income and vulnerable households. One-time payments to help seniors and the disabled meet living expenses. Grants and tax credit exchange to help people get back to work, to provide affordable housing and to make available alternative energy sources. Build long-term economic growth through stimulus to U.S. economy.

6 American Recovery and Reinvestment Act (ARRA) Department of Agriculture Goals (partial) : Rebuild infrastructure in rural communities. Provide housing opportunities. Expand broadband service in rural areas. Rehabilitate aging flood control and improve water quality.

7 American Recovery and Reinvestment Act (ARRA) Department of Transportation Goals: Fund “shovel ready” projects through state and local transportation authorities through existing program structures. Provide funds to jumpstart high-speed and intercity rail programs. Fund innovative projects that provide long-term economic benefits such as multi-modal, inter-modal, highways, transit, ports and rail. Short-term investment for long-term goals.

8 American Recovery and Reinvestment Act (ARRA) Department of Labor Goals: DOL Employment and Training programs will create and preserve good jobs. Extending unemployment insurance. Extending health benefits. Provide summer employment to youth. Expand services to youth through YouthBuild program.

9 American Recovery and Reinvestment Act (ARRA) Department of Commerce Goals (partial) : Create new private sector jobs in areas that have experienced severe job loss due to corporate restructuring. Ensure a successful census. Encourage research in various areas of science, creation of secure system for medical records, develop a fully interoperable smart grid in US power system. Establish Broadband Technology Opportunities Program. Expand National Oceanic and Atmosphere Administration’s abilities in weather forecasting, satellite development and climate modeling.

10 American Recovery and Reinvestment Act (ARRA) Department of Energy Goals: Promote Energy Efficiency. Deploy Renewable Power. Modernize the Grid. Reduce Oil Consumption. Reduce Greenhouse Gas Emissions. Increase Brownfields Clean-up.

11 American Recovery and Reinvestment Act (ARRA) Corporation for National & Community Service Goals: Put approximately 13,000 additional AmeriCorps State and National and AmeriCorps-VISTA members to work meeting the needs of vulnerable populations and communities.

12 American Recovery and Reinvestment Act (ARRA) Department of Health and Human Services Goals (partial) : Increase number of health care professionals through grants to healthcare workforce training institutions. Expand Head Start and Early Head Start. Expand Child Care and Development Block Grant. Expand health services to underserved populations and construct, renovate and expand community health centers. Expand capacity of non-profit organizations.
