3 BACWA Vision Statement Develop a region-wide understanding of the watershed protection and enhancement needs through reliance on sound science, environmental and economic information and ensure that this understanding leads to long-term stewardship of the San Francisco Bay Estuary

6 BACWA – Leading the way to protect our Bay Recycled water Provides reliable drought proof supply Reduces discharge of wastewater to Bay Can be used to correct salinity problems in North Bay wetlands and to reduce deleterious freshwater inflows in South Bay

7 BACWA – Leading the way to protect our Bay BARWRP Master Plan Completed in 1999 Identified priority projects Identified regional issues that impact recycling such as public acceptance Individual projects on list have been getting funded and implemented consistent with Master Plan 50 thousand Acre-Feet per year has been developed since 1999 110 thousand Acre-Feet can be developed by 2020 with Federal and State assistance

8 BACWA – Leading the way to protect our Bay BARWRP Study Area Recycle Master Plan covers recycle planning for 22 Bay Area public entities Represents over one-sixth of the population of California

9 BACWA – Leading the way to protect our Bay CALFED Authorization CALFED Authorization bill requires USBR to determine if recycling projects in BARWRP are “feasible” for Title XVI funding Deadline for finding is April 23, 2005 Written findings due by Secretary of Interior to Congress by July 23, 2005 13 BARWRP agencies have submitted documentation on projects to USBR Only $300,000 in federal funding included for Bay Area recycling in President’s budget for FY 06

10 BACWA – Leading the way to protect our Bay Bay Area agencies have formed several local partnerships to develop recycled water opportunities and are requesting Title 16 “feasibility determinations”: ACWD with Union SanCCCSD City of Daly CityCity of Livermore City of Palo AltoCity of Redwood City City of San JoseCity of Santa Clara DDSD with local citiesEBMUD with DSRSD EMBUD with UC BerkeleyEBMUD + East Bay cities SCVWD with local citiesSan Benito County WD SFPUC with local cities CALFED Authorization

12 BACWA – Leading the way to protect our Bay Additional Recycling Opportunities 10 projects submitted to SWRCB for funding under Prop 50, Chapter 7 17 additional Bay Area projects at some stage of development

13 BACWA – Leading the way to protect our Bay Next Steps Secretary of Interior feasibility findings due to Congress by July 2005 Need Authorization once findings are complete FY 06 and 07 federal funding to be explored for appropriations

14 BACWA – Leading the way to protect our Bay Bay Area Regional Biosolids Processing Facility Biosolids are the residual from the wastewater treatment process –Treated and beneficially reused Land application is not a long term viable option for reuse of biosolids Study started in January 2004 on feasibility of a regional processing facility –Found to be feasible Second phase of analysis is underway

17 BACWA – Leading the way to protect our Bay Feasibility Study Program Requirements Location: must be located in 9-county Bay Area Quality: biosolids delivered for processing at facility must meet EQ limits for Part 503 Rule and SWRCB Water Quality Order 2000-10-DWQ Processing Technologies: –capable of meeting all current regulations –demonstrated successful full scale experience –capable of processing biosolids similar to participating agencies’

20 BACWA – Leading the way to protect our Bay Next Steps for Regional Biosolids Agreement on Who are interested Agencies that will take the next step Settle on two sites – for Phase III Undertake Facility Planning and Environmental Review Develop Joint Powers Agreement Eventually develop facility

21 BACWA – Leading the way to protect our Bay Clean Estuary Partnership Mission Statement Use sound science, adaptive management, and public collaboration to develop and implement technically valid and cost- effective strategies (including TMDLs) that result in identifiable, sustainable water quality improvements for San Francisco Bay.

22 BACWA – Leading the way to protect our Bay Risk Exposure Reduction Fish in the Bay are Contaminated by Mercury, PCBs, Pesticides Harmful to eat, especially for young children and women of child bearing years TMDLs are intended to result in protection of uses – but it will take a long time

23 BACWA – Leading the way to protect our Bay Clean Estuary Partnership Working on Risk Exposure Reduction Partners are evaluating best approaches to Kick off programs to educate and inform specific communities about catching and eating fish from the Bay Develop education and communication with health care professional on indications of potential health problems Institutionalization in DOHS and other agencies of specific programs

24 BACWA – Leading the way to protect our Bay Bay Area Pollution Prevention Group BayWise Integrated Pest Control Management –Flyers in hardware and garden stores Think Before You Put it In the Sink All programs are regionally focused and designed to prevent pollutants from getting into the sewerage or stormwater management systems
