2. 2 Network Rail Update – Items 6a to 6i Item 6a Lowdham-Newark re-signalling and level crossing upgrade Continuing with finalising the design, some site preparation works are underway

3. 3 Network Rail Update – Items 6a to 6i Due to changes to the design of the modular signalling solution and signalling resource constraints the commissioning of the Lowdham to Newark signalling is now likely to be Summer 2016 (was November 2015), subject to consultation.

4. 4 Item 6b Lowdham – Newark Castle proposed line speed increase Network Rail Update – Items 6a to 6i The second train per hour from Nottingham to Newark with altered stopping patterns may now create a Business Case to increase the linespeed. The 3 rd way analysis work undertaken in 2013 demonstrated potential for non-stopping trains to benefit from linespeed improvements. If funding is made available and the business case is satisfactory further analysis can be undertaken to look at the impact of increased speed on the infrastructure, including level crossings

5. 5 5 Network Rail Update – Items 6a to 6i Item 6c Newark Castle Switch & Crossing (points) Relocation & Item 6e Newark East Switch & Crossing (Points) Relocation) The installation of the new S&C to the East of Newark Castle is programmed for August 2015. The existing S&C at Newark Castle operated locally at the Signalbox will remain in use until the new signalling is commissioned. At this point the existing S&C will be removed and the new layout controlled from the Workstation in EMCC.

6. 6 6 Network Rail Update – Items 6a to 6i Item 6d Newark Flyover Scheme GRIP 2 feasibility report issued for comment Further work required to close out alternative options to a flyover e.g. tunnel (this will be required for TWA process) Dynamis modelling to be undertaken to prove the proposed gradients are acceptable for freight operators – to be completed by end of April 2015 The Business Case for Newark flyover does include the benefits to services of removing the speed restriction on the ECML at the flat crossing. The flat crossing is the only constraint on the line speed here.

7. 7 7 Network Rail Update – Items 6a to 6i Item 6f Newark Castle – Swinderby Journey Time Improvement The funding from the Network Rail Discretionary Fund has been endorsed for GRIP2/3 development. At the close of the development and subject to revisited business case an application for the funding to deliver the full scheme will be made. The project team are currently reviewing the remit and scope with a view to providing an estimate and programme by the end of February. Governance for Railway Investment Projects (GRIP)

8. 8 8 Network Rail Update – Items 6a to 6i Item 6g Collingham – Swinderby Resignalling The purpose of the Swinderby Signalling Renewals Project is to renew signalling, power and level crossing assets in the Swinderby Signal Box Control Area. With the addition of an upgraded power supply, the project will provide more reliable infrastructure. The project will close Swinderby Signal Box and transfer signalling control into the Lincoln Signalling Control Centre. A number of the level crossings are to be converted to MCB-OD, and it is anticipated that Cross Lane AHBC is to be closed. The Project Remit and scope documents have been assigned to a Project Manager and are being assessed prior to inception. Whilst the initial project programme is being developed, it is anticipated that commissioning / completion will take place in the 2018/19 Financial Year.

9. 9 9 Network Rail Update – Items 6a to 6i Item 6h Lincoln Level Crossings Brayford Planning approved on 9.4.13 with 12 conditions The swan island was launched in December 2013 and is successfully being used by swans. A value engineering exercise has recently been completed and the design will shortly be submitted to the Planning authority under an Amendment to the original planning application. Footbridge Construction programme is anticipated commence in March 2015 with the service diversions.

10. 10 Network Rail Update – Items 6a to 6i Item 6h Lincoln Level Crossings High Street Planning approved on 29.1.14. The design is continuing. Vacant possession of 179 High Street has been obtained. Soft stripping within the building has commenced. The service diversions and other enabling works (removal of trees) have been completed in February 2015. The highway enabling works are planned to commence under a full road closure from 23 rd February 2015 for 2 weeks. Construction will commence on 9 th March 2015 under partial road closures and should be in completed by March 2016

11. 11 Network Rail Update – Items 6a to 6i Item 6i Station Car Parks Annual Passenger Journeys data from the ORR indicate historical growth trends at Carlton, Lowdham and Fiskerton CARLTON There is potential to improve current facilities-surface & cycle facilities. Max car park spaces 10-15.

12. 12 Network Rail Update – Items 6a to 6i Item 6i Station Car Parks LOWDHAM Network Rail and EMT have looked at the possibility of a car park at Lowdham on the land shown in pink above. The ground conditions are very poor and the costs associated with trying to sort this out far exceed the benefit of a 15 space car park. Propose that we do not take this forward.

13. 13 Network Rail Update – Items 6a to 6i Item 6i Station Car Parks FISKERTON A 12 space car park but could be expanded. EMT Estates and Network Rail will look at the suitability of a car park at Fiskerton and will report back at the next Board meeting.

14. 14 Network Rail Update – Items 6a to 6i Item 6i Station Car Parks FUNDING If Stations Commercial Project Fund (SCPF) is re-launched at some point criteria and business case should be checked. National Stations Improvement Project (NSIP) funds are currently fully allocated, and to date there is no indication of a second tranche.

15. 15 Network Rail Update – Items 6a to 6i Item 6i Station Car Parks CURRENT NSIP SCHEMES A contribution to the wider Lindongate scheme (City of Lincoln Council Scheme), where the station footbridge will be replaced, the car park will be relocated and improvements will be made to the station forecourt. The car parking numbers will remain the same, however this may change. Lindongate Scheme (extract from plan subject to change)

16. 16 Network Rail Update – Items 6a to 6i Item 6i Station Car Parks CURRENT NSIP SCHEMES Reopening of the station building at Newark Castle to provide waiting area, ticket office, retail and toilets.
