3. Introduction  WATSAN Sector Planning and development is driven by the Vision 2020, Government 7 years program, the EDPRS 2 which runs from 2013- 2018 and MDGs that ends in December 2015. These national planning guiding documents has set targets for the water supply and sanitation, aiming to achieve 100% coverage rate by 2017/2018 for both water and sanitation.  The is an ongoing initiatives to review and update the existing National Policy for Water and Sanitation Services.  The Government has established the Water and Sanitation Corporation in order to improve services delivery. The reform is intended to deliver a water and sanitation utility sufficiently focused to deliver new infrastructure; efficient and effective service delivery; build a strong people capability; and meet key national milestones.  It is expected to reverse the status quo that includes inadequate planning and investments; inefficient and wasteful operations; inadequate institutional management focus; improve viability and autonomy; and establish a sustainable and customer-centric utility to deliver an important mandate that touches people of all walks of life.

4. Introduction/Ctnd  In order to enhance coordination among all the stakeholders within the WATSAN Sector, The SWAp structure has been approved and a Coordinator has been recruited. The next step is to recruit the remaining staff on the approved SWAp structure (M&E as well as the Policy and Research Officer).  Also a mapping of all the stakeholders intervention in WASH is ongoing

5. Current Access  Water Supply  The MIS indicated that 75.2% of the population in Rwanda access to a clean water source, this is segregated into the following 79% in urban areas and 69% in rural areas.  Sanitation  The EICV3 indicates that 74.5% have access to improved latrines facilities, for urban areas the access is 83% and for rural areas it is 73%

9. Project DescriptionProgress Extension of Kadahokwa Treatment Plant including construction of a 600,000m3 dam to increase production in Huye town from 3500-6,000me/day Treatment plant extension works completed at 95%, the Dam is at 70%. All the works should be completed in this fiscal year ( 2014/15) Projects to increase access to water in critical districts ( Works ongoing in Nyaruguru, Runda, Rusizi ( town and Nkombo) and Rutsiro Runda, Nkombo, Rutsiro are at 35%, will be completed in September 2015: The projects are at 30%, will be completed June 2016 ( Rusizi and Nyungwe – Ndago) Culligan Project to increase 25,000m3/day to the City of Kigali Contract signed on 16 th December 2014. Ground investigations has been conducted Kanzenze ProjectNegotiations completed. The Meeting with MINECOFIN and MININFRA approved the signing of the a PPP agreement with METITO based on option 1: Full capacity ( 400,000M3/day, with MINECOFIN providing the budget for network infrastructure to accommodate the volume. Studies: Network resizing and extension, plus customer inventory and mapping Contract negotiations will take place this Friday 28 th March 2015 WASAC KEY DEVELOPMENT ACHIEVEMENTS

10. Project DescriptionProgress Construction of water and fecal treatment plants treatment plants in Nyagatare, Kayonza and Nyanza under the LVWATSAN II Projects Procurement completed. Awaiting for non objection from AfDB Water supply to rural areas of Nyagatare (Musheli, matimba, Rwempashya, Rwimiyaga and Karangazi) MoU signed, The works for phase one which will take water to Musheli ( Ntoma) will be completed in June 2015 ( now at 65%). Phase two - distribution network to Karangazi, Rwimiyaga, Rwempashya and matimba will start in August, to be completed in December 2015 ( Issue – Funding) Mutobo ProjectProcurement completed awaiting for Gov Decision to commence the project. Centralized Sewerage Project Phase one ( Central Kigali) The studies should be ready by end of March 2015

Water Projects to be implemented in 2015/2016 Priority Projects - Water Supply: 1.Completion of Culligan Projects 2.Construction of rural Large scale water supply projects to increase access above 70% in 13 critical Districts (Nyagatare, Gatsibo, kayonza, Bugesera, Ngororero, Rutsiro, Rusizi, Nyanza, Ruhango, Nyaruguru, Kamonyi, Gicumbi and Gakenke) 3.Reinforcement, Rehabilitation and extension of Nzove filters to increase production 4.Kigali bulk water supply from Kanzenze (WTP, Transmission and Distribution) to improve access in Kicukiro and Bugesera 5.Reinforcement, Rehabilitation and extension of water supply networks in Kigali city 6.Reinforcement and extension of water supply network in 6 satellite cities (Nyagatare, Muhanga, Huye, Rusizi, Rubavu and Musanze) 7.Study for the construction of WASAC modern central laboratory 8.National water supply master plan
