3 What is OSMS? System that captures officer specialty supply (officers) and demand (billets) 3

4 Why OSMS? Provides workforce planners and personnel management with info for decisions, examples: –Accession formulation –Training and education needs –Assignments –Promotions Provides a blueprint to officer specialty career development Match supply and demand for effective mission execution 4

7 Officer Specialty Requirements Set forth criteria to earn an OSC. –List competencies, education, training, licenses/cert and experience requirements. –Define re-currency requirements if applicable. –May establish Apprentice, Journeyman, Master (AJM) criteria. Validated and posted by OPM-3 for field reference. Issues concerning an OSR should be addressed to the OSMS Program Manager not the specific SM. 7

8 OSR Notes Form CGHQ-5318 All items are “required” unless mitigating circumstances are listed (i.e.. “recommended but not required”, or “must complete 2 of 5 competencies listed…”) –Officers should pay close attention to the verbiage used. If there is no amplifying data with the task listed, the item is REQUIRED. Are reviewed/validated by SM every 15-months. Accessed from OPM-3/OSMS webpage 8

9 Officer Specialty Codes Defined by OSRs Appear in an officer’s official record (entered into DA and viewable on the ESS) All members should review their records, and apply for additional codes or delete codes, as applicable The same process for applying/deleting, as described in the Manual, should be used for officers who meet stated requirements for an OSC, as set forth by the Officer Specialty Requirements CGHQ-5318 (OSR). 9

10 OSMS Process Member Review OSRs Work to achieve requirements Apply for OSC CO Review ESS, validate OSR met; Sign application form/s Review billets and seek change to ensure billets under purview are accurately labeled Provide resources as needed for OSC achievement Ensure officers in billets apply for OSC as applicable SM Set requirements Manage specialty; can do bulk uploads Review waiver request PSC-OPM- 3 Review OSR achieved; reach to SM as needed Approve/Deny Enter DA, notify officer 10

12 …Delete An OSC Command Initiated A command may recommend to PSC removal of an officer’s OSC as a result of certain actions deemed inappropriate (an investigation, NJP, Court-Martial, civil convictions, etc.) The command routes the recommendation to PSC via the SM. The PSC Flag Officer has final authority. 12

13 What Next? As a Leader… As a leader, especially in command: 1. Verify the Officer Specialty Codes (OSCs) assigned to billets under your command. 2. Run CGBI cube to determine billet & officer mismatches. 3. Target officers that do not have the OSC for the billet they are assigned. 4.
