Introduction: The issue of the quality of higher education and scientific research has become the subject of much attention at the regional and global levels, as the university is a place of leadership with regard to knowledge and human behavior. It does not provide education and knowledge within the classroom but also promotes the generations to take command of the processes of change and development to achieve the goals of comprehensive development in Arab societies through higher education and scientific research. This requires developing strategies and specific goals with clear standards and benchmarks in line with the perspective of the overall quality to develop a clear vision for the areas and the objectives pursued by the university departments to achieve them. The provision of institutional and mater support and the development of future project are an urgent need for the establishment of the to society Knowledge in the Arab world because the Success of a university is not measured in quantity but quality and the output is measured by the supply with the Arab nation is provided . Referring to the above we can say that the future of the Arab nation and our communities can be decided by the output of universities, scientific research and community service, which is one of the most important functions of universities. This function is essential for the success of development efforts and quality and seek to highlight the problems connected with scientific research. It also seeks to connect them with progress and link higher education to research, modern scientific technology, education and pre-university educational and cultural policies. we should not look to educational institutions as factories, but as institutions the basis of which are interaction and knowledge.

4 This TQM (Total Quality Management)is one of the most important waves that attracted great interest of the managers, practitioners and scholars as one of the prevailing administrative and desired patterns in the present time. It has been described as the third revolutionary after the industrial revolution and the revolution in computers. The concept of quality management overall (TQM)is a philosophy of modern management based on a number of modern management concepts. It is also based on the combination of management tools and innovative efforts and the specialized technical skills in order to upgrade the level of performance and ongoing improvement and development. There have been many definitions of TQM, it was defined by the Institute of Federal Administration as the ability to perform on the right course of action and to achieve the desired quality effectively in the shortest time, with reliance on the provision of benefits from the knowledge of the extent of improvement in performance. Like any management-oriented, applied interest, promotes a comprehensive quality management helps researchers, and most of the studies found that the application of TQM has had a positive impact on performance and organization. It improvise the rate of profitability and lower costs, current performance, relations staff, and high levels of job satisfaction. The existence of indicators that show the feasibility of a comprehensive quality management have grown more important, the increased speed of deployment.

5 Higher education, like any pattern of formal education, is not only a reflection of the social and economic context of the year. It is not surprising that higher education and it is institutions have become one of the big problems, where the institutions of higher education and Arab university Face challenges and threats arising from the very serious changes that have transformed the world and created a new world order depending on science and technological development. This order is also based on the high techniques of progress and excellence, which leaves no room for hesitation at the beginning of a comprehensive program of development and modernization that ensures that the Arab educational institutions are having the ability to overcome the problems and weaknesses in it An umber of intellectuals are convinced that the social and academic circles in the Arab world that the university administration inefficient, and the majority of Arab universities suffer from a lack of autonomy and the magnitude ambiguous and contradictory of the regulations, instructions,. The multi-levels or hierarchical management and training in report writing and regulatory decisions are taken at the highest level in the administrative hierarchy, and the neglect of the role of central leadership and operational management, resulted in the inability of administrators in the position to do so, the pattern of administrative rule known as the emergency management and crisis. Khatib indicates that most of the potential of universities to conduct routine matters, result in no administrative control on the performance of academic staff, administrators, and therefore knowledge of the level of this performance, often used methods of diversion and delay of resistance to reform and change

6 The achievement of total quality management in university education requires the formation of organizational culture (philosophy) of the universities in line with the principles of quality management as the model and the conceptual framework governing the work of the University that give the whole university system, the formula for the Assembly. It also requires the availability of tools and processes, which can be achieved through quality ,but comprehensive Quality does not work or run through the advice, incitement or logos. We have the tools, processes and techniques specific to assist in the transition from the theoretical side the quality of the practical side, any of the experience abstract to the tangible experience and thus be supported by the tools of philosophy, methods and processes for their implementation. The goal of management and leadership in the promotion of Total Quality and the development of output must be continuous, and not to maintain the acceptable level of achievement only.

7 Attention to the quality is the outputs of higher education, the mainstay of the economic and social development in any country. To achieve reliability in the availability of higher education there must be a set of standards in universities and institutions of higher education to be able to achieve competitive advantages in comparison to universities and other institutions of higher education. The trend in many of the views of academic accreditation is to introduce what is known as the measurement of the proceeds of learning Outcomes Assessment, a method for evaluating progress to ensure that the process of teaching and learning in which to determine the effectiveness of the academic program for students in the creation of the appropriateness of the labor market and to achieve the desired objectives. Evaluation methods divided the proceeds of learning into two sections: the collection of a direct relationship with the student, such as the scientific oral and written tests, projects, and the contents of the file of the student, etc., and indirectly, such as the calendar by employers and evaluation by members of the faculty and students and the like. Academic accreditation are divided into two categories namely, institutional accreditation and certification specialist. There are accreditation of academic programs such as engineering programs, and the views of the adoption of specialized or professional. Provision institutional (comprehensive) Institutional Accreditation requires a comprehensive assessment of the University in the performance, management and collection of academic students and student services. This is a comprehensive evaluation of the competence of the Unit, supported by the academic calendar of all the faculties and departments concerned.

8 TQM Total Quality Management indicates in the field of education, a set of standards and procedures leading to continuous improvement in educational services, It also refers to the features and specifications expected in-service education and in the operations and activities through which to achieve those characteristics, specifications, and provide comprehensive quality management tools and methods of integrated help educational institutions to achieve positive results. The focus of the entrance of TQM in higher education in the area of learning organization is to evaluate the development and improvement of this method as one of modern methods used in the evaluation of educational institutions in particular and the employment of the principles and ideas of TQM in higher education systems .It is for the benefit of the university bearing the cornerstone of the vision philosophical goals of the new university and its mission, and raise staff morale and gives them the opportunity to express their understanding and care and attitudes towards the profession, which makes the learning environment a productive atmosphere. Total Quality Management (TQM) May be defined in higher education as an entrance to the management of institutions of higher education, based on quality, and the participation of all members of the institutions of higher education .It amides at long-term success through the satisfaction of staff in institutions of higher education and the provision of educational services corresponding to distinct satisfaction and beneficiaries output of higher education (students, labor market, society).

10 Reliability of higher education: Many countries have established bodies to maintain the quality of higher education, called the adoption of some of Accreditation, and others called the Calendar Evaluation. The accreditation of academic Academic Accreditation Certificate is given to the educational institution providing specific criteria for the quality of higher education. Accreditation standards may differ from State to State, or educational institution to another educational institution, but they agree on the objectives of the appropriation as follows: to contribute to improve the quality of higher education, and to ensure students to obtain university degrees under the academic standards as consistently of high quality. It develop criteria for evaluating the internal educational institutions, and procedures to ensure that immediate improvement in the appearance of a lack of commitment to quality standards.

11 And the application of TQM in institutions of higher education must be the availability of the following: - Educational strategy reflects a clear commitment to sound academic standards in all areas of educational work. - Policies governing the conduct of advanced educational administration at all, and the availability of proper standards and internationally recognized in the decision-making in educational organizations accredited. - The Administration's commitment to education and improving the quality of educational services on an ongoing basis. - Effective methods to assess the quality of educational services. - The use of the work as a team. - Systems and studied methods for the development of educational resources to improve the techniques of education and curriculum development. - The ability of the careful selection of students and faculty members and all the elements of the educational processes in accordance with the criteria considered academic. Systems for following up and evaluating the performance and quality control standards at the facilities of educational institutions and all the events, and sufficient authority to intervene to correct the deviations and prevent their recurrence.

12 - Conduct analysis of SWOT: It depends on the analysis of the strengths and weaknesses of Strength Weakness in the internal environment of the organization, opportunities and threats Opportunities Threats in the external environment of the organization, and the purpose of this analysis in the identification of strategies that suit the organization's resources and capabilities, with a view to enhancing the strengths and address weaknesses and seize opportunities and confront threats. - Focus on the concept of the DNA of the institutions of Organizational DNA, in effect, a term that explains the basic factors that determine both the institution and personal help to explain the performance has developed this concept the company (Booz Allen Hamilton) is to give institutions an easy way to determine the difficulties which prevented how to address it, and consists acid nuclear institutions of four units: human decision-making (Decision Rights), and information (Information), incentives (Motivators), the organizational structure (Structure), and identifies the previous four units. In addition to these ,there are the interdependence between the way some other method of functioning of the institution, and whether will be able to achieve its objectives or not.

14 The main benefits of the application of TQM in tertiary education are as follows: the focus of the efforts of universities to satisfy the real needs of the community they serve, and improve performance in all areas of work for the university, the establishment of systems that determine how to best execution of the work efficiency and quality, performance evaluation, measurement, and the development of standards for measuring performance, that enable the higher educational establishments of the ability to compete, and develop a collective action by the task forces, and improve the level of communication. the universities is to obtain ISO 9001 certificate issued in 2000 an important step in education for the start of the application of total quality management, thereby improving the output of universities and increase the degree of reliability, and achieve competitive advantages and, therefore, occupy positions high in the rankings. The ISO 9001 is a quality management systems requirements, and is based on the entrance of the Process Model, which is based on four elements: management responsibility, resource management, the achievement of the product, measurement, analysis and improvement, and ISO 9001 is input in the education requirements of customers, and the output is ISO 9001 educational services in the education achieved the desire of customers (students, labor market, society). It also provides ISO 9004 guidance issued in 2000 to improve the performance of quality management systems in universities and thereby increase the speed of the transition to the application of TQM and ask us what it is quality

15 What is quality? Management process is based on a set of values derived from the energy of movement information that we can clean up the talents of its employees in the established educational, investment and intellectual abilities at various levels of organization creatively to achieve continuous improvement. Definitions of quality: Quality is the ability to achieve the desired objectives, using the correct means. Quality is the degree of consensus with the service standards and generally accepted standards. Quality is meeting the needs of the client (beneficiary), and satisfaction, and consistently meeting expectations. Quality is the exercise meaningful oversight of the key factors affecting the quality of higher education and its costs. As you know, quality is the rehabilitation of the institution to obtain a certificate of quality or meeting the requirements of the global specification ISO, after the downfall of the institution, and re-drafted to be applicable in higher education.

18 Quality in education Is an ongoing process for the application of a set of standards and educational specifications for the upgrading of the quality of the product .It is done with the participation of all members of the educational institution in all the aspects of educational work and the educational requirements that commensurate with the community.

19 Quality Policy Quality Policy is the general intent of the Foundation, and directions of the quality, system as formally expressed by top management. Quality policy provides a framework for the development and the review of the quality objectives of the Foundation. It also helps them to exploit their own resources, to achieve the desired results, that are fixed set out in this policy.

20 Quality management, and its manual:
Quality management is the coordinated activities to direct and control the quality of the institution, which is part of the management systems such as administration of other academic, or financial management. Quality management system is an administrative system to establish quality policy and objectives, and achieve these goals. Quality manual is the documentation (information - charts - Specifications - Instructions - procedures - Help - fee - records), which is described (provide coordinated information about) the quality management system in the enterprise

21 Terms of quality: Quality planning: is that part of quality management which focuses on the development of quality objectives, and describes the necessary operational processes and related resources to meet those goals. Quality Control: is that part of quality management which focuses on meeting quality standards Quality assurance: is that part of quality management which focuses on providing confidence that the standards for the quality of the product in question will be realized. Quality improvement: is that part of quality management which focuses on increasing the capacity to achieve quality standards.

22 The objectives of quality management:
The objectives of quality management Could be limited to the three main objectives, namely: 1 - Cost reduction: Quality work requires the right things, the right way the first time and this means reducing the things damaged or re-delivery and thus reducing costs Reduce the time required to complete the tasks to the client:   Many of the procedures established by the Foundation for the delivery of services to the client focus on the control objectives and make sure its of investigation and therefore these procedures are long and rigid, often adversely affecting the client. It is the objectives of TQM key to reduce the time necessary to complete the tasks for the client To achieve quality:   The development of products and services as desired by customers and the lack of attention to quality lead to increase the time for the performance and completion of tasks and to increase oversight of the complaint and thereby increase the beneficiaries of these services

23 The most important elements that must exist in the management of quality: 1 - the process: Senior management to focus on the leadership process; where speeches and slogans, but there is serious work and dedication of the Department: For example, management sets an example for all levels of management and employees the culture of the satisfaction of desires: Must create a new culture within the organization, a culture of strong focus on satisfying the desires of clients and is so; is the culture of the satisfaction of customers continuous improvement: To be the continued development and improvement in the operations and activities of the Organization, so that it could achieve cost savings and higher speed performance with a commitment to the required standards of quality raising the level of workers: Individuals working in the organization are the main focus upon which the process of mastering quality, and therefore attention must be given to the level of performance and training, develop and refine their skills to achieve the required level of quality

24 5 - Building the task forces: The concerted efforts of individuals appear in the best form through the construction of the task forces and encourage cooperation between departments .They ensure that collective action and cooperation, add great value to the quality Creativity and innovation: The required levels of quality achieve innovation and creativity to launch the largest possible number of new and useful ideas to improve the quality Strategic Vision: There must be a strategic vision for the organization as a whole on how to achieve quality with this strategy to link all the activities of the organization the art of solving problems: The education of management and workers :how to identify and arrange and analyze problems and fragmentation into smaller ones so that they can be controlling and resolving.

25 Quality elements: Elements of the quality of the educational process of students and members of the university are: The quality of educational material including books, programs methods and techniques. The quality of the place of education, including the inclusion of libraries and laboratories workshops, and others. The Quality to management with the adoption of the laws and regulations, regulations and legislation, the adopted policies and philosophies, the adoption of the structures, means and resources. As long as the employees (scientists and administrators) think of their own lives, the overall quality will be less ambitious than was hoped. University management at all levels is the actual engine to achieve total quality.     Focus on identifying the needs and expectations of beneficiaries and to pursue them. Emphasis on the improvement and development process. Focus on prevention rather than seeking treatment

27 The requirements of the application of TQM are:
1 -providing the business climate and the organizational culture of the institution of education. 2- a Performance measurement of quality. 3- an effective management of human resources for the educational system. 4- continuing education and training for all individuals. 5- providing types of leadership appropriate to adopt the system of Total Quality Management. 6- The involvement of all employees in the exerted efforts to improve the level of performance. 7-The establishment of an accurate information system for the management of an inclusive quality.

28 Accreditation systems (bodies - agencies - boards ....).
Enhanced information systems (data - reports - surveys - questionnaires ). direction systems (for commissions - bodies - agencies - units ) . 29 The justifications for the application of quality management system are:
1-Linking quality to productivity. 2- setting out the comprehensive quality system in all areas. 3- The universality of the quality system which is, a feature of the modern era. 4- The non-viability of some systems and management techniques in achieving the required quality. 5- The success of the application of TQM in many educational institutions. 6- Quality needs in it’s a application well leadership , enlightened policies and strategies which should be followed for the application of comprehensive quality system in all the educational institutions in particular. These strategies must be supported by plans, objectives and working methods.

30 Is it possible to recruit quality in the educational institutions in general and the educational institution in particular? Quality system, is a universal system that can be applied in all educational institutions and non-educational, ones but it needs to be precise in the execution, and needs the appropriate atmosphere for its activation. This is besides to let alone the large expenses required by the institution during the application process, particularly with regard to the provision of the school environment in a distinction from the buildings, the facilities ,the training of cadres the school equipment and laboratories, the language laboratories and computers and everything related to the educational process of education. All of which should be provided so that the institution of quality, does not abandon totally the search for other sources that could reached to some aspects of quality, including sources of training for all workers in the institution, affording an atmosphere of work and the participation of all members in activating of the role of the institution and improving it. some educational experts have mentioned that the overall quality has been abandoned by themselves .They also have become convinced that it is an ideal rather than a proactive system which can be applied, and cannot achieve the desired goals, especially in the educational institutions by starting at the stage of self-evaluation.

31 What is the self-evaluation?
It is the Image formed by the people of the university of their institution ,should based on survey data, information and documents which are available or that be provided during the evaluation process. Or accurate (scrutiny) of the actual state of the university which indicates to the interested and the involved in the institution whether the university is well and why ?also whether it Failed and where and how the treatment? Or a comprehensive and systematic review of the activities of the institution and the results in comparison with to the quality management system.

32 General features of the direction:
direction does not only mean praise, or criticism. The successes and failures, are not the result of the individuals, or the result of this lack of effort or the absence of it, but are the result of multiple factors, particularly in higher education, as a system that affect and be affected by regulations and other circumstances, social, economic and political. Direction includes or going acts and successive procedures. For the growing conflict within the institution, and the low efficiency of the process of decision-making and action, the performance will be negative and down.

36 The university as an institution for scientific research by the attention to scientific research, both practical and develop a clear plan to reduce the brain drain to the national scientific abroad, and by facilitating and overcome technical difficulties of the equipment and devices and provide an atmosphere of tranquility, freedom and efficiency of the material world and the researcher, and concern for the development of creative abilities with your research, as well as to applied research relevant to the problems created by development and to find appropriate means to implement this research and benefit from the recommendations and results in finding appropriate solutions. And the university as an institution of cultural, by actively contributing to building a civilized and inspired by the merits of the national society and culture, and on their responsibilities in relation to other universities in the world necessary for the universities to achieve the kind of cooperation among themselves through conferences, seminars and visits between scientists, researchers,

37 professors and students, and through the exchange of information and experience in the field of scientific research, and openness to the experiences of other universities in the area of personal and cultural organization of the university and the results of scientific research and theoretical and applied problems, and so on.??? The revolutions of scientific and educational needs and competencies to the levels of quality and we still miss many of them in our education systems, so the most serious challenge is the future risk of exclusion and marginalization. The problem that we offer is that the future is coming, but a significant difference between the future and want to come or comes from making others without our will. If we are to achieve our future as we want, it depends on the availability of the necessary conditions for scientific and logical perception of the future for the construction of a correlation is an effective and rapid scientific and educational Thortin in our society.
