8 Network meeting - March 3 and 4 2004 CERTIFICATION 4First interoperability certificates…. Exceptional procedure: first interoperability certificates Until four months after a first product and tachograph cards have been certified to be interoperable, any interoperability certificate delivered (including this very first one), regarding requests registered during this period, shall be considered provisional. If at the end of this period, all products concerned are mutually interoperable, all corresponding interoperability certificates shall become definitive. If during this period, interoperability faults are found, the laboratory in charge of interoperability tests shall identify the causes of the problems with the help of all manufacturers involved and shall invite them to realise the necessary modifications. ACTIA ’s definitive type approval will occur between May and July 2004 (by Metrology Department of the French Ministry of Industry)

9 Network meeting - March 3 and 4 2004 4Today: No product was certified in time 1B introduction on the European scale within August 5th, seems not possible: Smart cards distribution not ready in time in several countries Trucks manufacturers not ready in time to integrate digital tachograph in new vehicles 4Last proposal of the EC (February 20th, 2004): EC new deadline proposed : 5 May 2005 (instead of 5 August 2004) Deadline proposed for cards distribution: February 5th, 2005 Possibility for countries that are ready to implement before that date, if smart cards distribution is ready (ie. : France ? UK ? NL ?…). 1B INTRODUCTION

11 Network meeting - March 3 and 4 2004 4 According to Annex 1B there are 4 types of tachograph cards Workshop card in red colour Driver card in white colour Company card in yellow colour Control card in blue colour EU-Regulation

12 Network meeting - March 3 and 4 2004 Workshop card (red) The workshop card identifies the cardholder and allows testing, calibration and/or downloading of the recording equipment. It is issued by the authorities of a Member State to a recording equipment manufacturer, a fitter, a vehicle manufacturer or workshop, approved by that Member State. It stores : A personal identification number (PIN code) The cryptographic keys needed for pairing motion sensors to vehicle units The period of administrative validity of approved workshop and fitter cards shall not exceed one year. If a card issued to an approved workshop or fitter is to be extended, is damaged, malfunctions, is lost or is stolen, the (competent) authority (of the Member State) shall supply a replacement card within five working days of receiving a detailed request to that effect. 13 Network meeting - March 3 and 4 2004 Driver card (white) The driver card identifies the driver and allows for storage of driver activity data. It is issued by the authorities of a Member State to a particular driver. The driver card, as defined in Annex 1B, shall be issued, at the request of the driver, by the competent authority of the Member State where the driver has his normal residence. The competent authority of the Member State shall personalise the driver card in accordance with the provisions of Annex 1B. EU-Regulation

14 Network meeting - March 3 and 4 2004 Company card (yellow) The company card identifies the company and allows for displaying, downloading and printing of the data stored in the recording equipment which has been locked by this company. It is issued by the authorities of a Member State to the owner or holder of vehicles fitted with recording equipment. Control card (blue) The control card identifies the control body and possibly the control officer and allows for getting access to the data stored in the data memory or in the driver cards for reading, printing and/or downloading. It is issued by the authorities of a Member State to a national competent control authority. EU-Regulation

15 Network meeting - March 3 and 4 2004 4Cards issuing - Card Issuing Group A Card Issuing Group was created in summer of year 2000, in order to allow EU Member States to discuss and exchange information on card issuing procedures that they have to implement at national level, and to define common basis for further co-operation This Group is led by France (Chairman: Mr Janin) and co- ordinated and managed by URBA 2000. The Group focused mostly on security issues of the card issuing process (card certification, personalization process security policy, PKI security policy). Most active EU Member States in the Group are/were France, the Netherlands, Sweden, United Kingdom and Spain. EU-Regulation

16 Network meeting - March 3 and 4 2004 4Cards issuing - Examples In France, cards management and issuing is under the responsibility of the Ministry of Transport having: issued a request for tender for a “public service delegation” concerning: – a cards management center – a cards personalization center awarded this “public service delegation” to CHRONOSERVICES a subsidiary of the Imprimerie Nationale In the UK, cards will be made available by the DVLA (Driver and Vehicle Licensing Authority) EU-Regulation

17 Network meeting - March 3 and 4 2004 4Workshop job is evoluting: Wokshop cards (red) The workshop card identifies the cardholder and allows testing, calibration and downloading of the recording equipment. It is issued by the Authorities of the Member State in which the workshop is certified PIN code: each workshop card is delivered with a Personal Identification Number, that is only known by the approved employees of the workshop Specific functions of the workshop card: –calibration function –Non limited time adjustment (driver can only adjust +/- 1 min. per week) –Access to downloading functions EVOLUTION OF WORK

18 Network meeting - March 3 and 4 2004 4Workshop job is evoluting Installation of the recording equipment (Cont.) Installation shall be followed by a calibration. The first calibration will include entry of VRN and will take place within 2 weeks of this installation or of VRN allocation whichever comes last. The recording equipment must be positioned in the vehicle in such a way as to allow the driver to access the necessary functions from his seat. EVOLUTION OF WORK

19 Network meeting - March 3 and 4 2004 Installation plaque After the recording equipment has been checked on installation, an installation plaque which is clearly visible and easily accessible shall be affixed on, in or beside the recording equipment. After every inspection by an approved fitter or workshop, a new plaque shall be affixed in place of the previous one. Installation plaque n Sealing of the wiring harness is not necessary : n Paragraph V.3 Sealing of Annex 1B specifies that any connection which, if disconnected, would cause undetectable alterations to be made or undetectable data loss must be sealed n Disconnection of the links to the motion sensor, and motion data forgery are detectable electronically n one seal necessary between the gearbox and the sensor ACTIA AND THE DISTRIBUTOR

Data are sent to its owner by the workshop on CDROM, floppy disk, e-mail … A workshop has to download and store the data from its workshop cards and keeps the data for 3 years OTHER EQUIPMENT

32 Network meeting - March 3 and 4 2004 4Downloading equipment D-Store software: data management and storage from the tachograph and cards (in compliance with regulation): Complete and easy to use data base, that allows the workshop to: –store the data from its workshops cards –transmit the downloaded data to the transport company and store them during the mandatory duration –signature authentification –print a certificate of undownloadability in case of problem D-Store data base must be secured in a special area D-Store is multimake compliant : tests to be performed !
