30 Hurricane Katrina State IAP #22 Operational Period: 0700 09-17-05 to 0700 09-18-05 General Operating Objectives: 1.Support Human Services operations. 2.Implement intermediate shelter plan. 3.Restore Critical Infrastructure. 4.Continue Logistical operations. 5.Develop an Emergency Fuel Strategy. 6.Coordinate operational support to Task Force Florida. 7.Develop a Demobilization Plan for the Mississippi area of operations. Planning Assumptions: 1.The operational area will be split between south Florida, the Panhandle, and Mississippi. 2.The availability of resources is in short supply nationally. 3.Due to the size and scope of the event, resource outsourcing will likely be required. 4.Due to the multiple operational areas, resource support must be well coordinated among all operational areas. 5.Evacuees from other States are in Florida for a prolonged period of time and will require an alternate approach to sheltering Up Next – ESF 1&3

50 ESF 12 – Energy Current Issues Panhandle Bulk Fuels (Ports of Pensacola, Niceville, Freeport and Panama City). 7.5 million gallons available for distribution, 5.8 million gallons within 3 days, 11.2 million gallons within 9 days Retail Escambia County: 3% were out. Santa Rosa County: 3% were out. Okaloosa County: 2% were out. Washington County: 13% were out. Bay County: 14% were out. Holmes County: 33% were out. Jackson and Calhoun Counties: 11% were out. Along I-10 corridor: In Escambia County, 4% were out.. From Santa Rosa County to Jackson County: 6% were out. The U.S. Department of Energy’s Energy Information Administration (EIA) reports the following: Refineries: There are four refineries (ChevronTexaco, located in Pascagoula, MS; ConocoPhillips, located in Belle Chasse, LA; ExxonMobil, located in Chalmette, LA; and Murphy Oil, located in Meraux, LA) that remain shut down, and expectations are that these refineries, which represent about 5 percent of total U.S. refining capacity, could be shut down for an extended period.

51 ESF 12 – Energy Current Issues Oil Production: As of 9/15 (Wednesday), 56% of daily oil production was still shut down in the Gulf. Production is not expected to return to normal for several weeks. Pipelines: The Colonial and Plantation petroleum product pipelines are back up and able to run at 100 percent of capacity; however, supplying the pipelines with products may become an issue as long as some of the refineries that supply product into these pipelines remain shut down or running at reduced rates. Electricity (see Tracker #238 for details) Mississippi - 6 counties receiving Florida assistance. Total outages - 6,243 (Hancock - 500, Harrison - 1,400, Pearl River - 2,693 and Stone - 1,650. (All Co-op customers.) 2.6% of the 6 counties outages Cannot receive power - 26,226 Unmet Needs None at this time Future Operations Continue supporting fuel and electricity issues on Katrina and EMAC-Mississippi.
