Interagency Wildland Fire & Aviation Management IT Workshop Las Vegas, Nevada November 2005 A Federated Approach to Enterprise Architecture

Federated Enterprise Architecture Definition   “Federated Architectures define common or shared architecture standards across autonomous program areas, enabling state government entities to maintain diversity and uniqueness, while providing interoperability. “ New York State Office of Technology – Glossary of Terms (2004)   “The idea of a Federated Enterprise is a practical way to employee architectural concepts in complex, multiunit Enterprises; however there is nothing magic happening. Someone has to figure out and actually create and manage what is to be Federal, that is, centralized, optimized relative to the overall Enterprise (or cluster), integrated, reused, etc. and conversely someone has to figure out what is not to be Federated, that is what is to remain local, sub-optimized relative to the Enterprise, unique to the business units.” Intervista Institute – Zachman White Paper (2003)

Federated Enterprise Architecture Definition (continued)   “An approach to meet the challenges of technology-driven business integration among organizations. Federate Enterprise Architecture offers a framework for managing business collaboration across autonomous organizations.” ebXML and Federated Enterprise Reference Architecture (EFERA) ( 2003)   “ Large, complex organizations with independent lines of business (LOBs) that distribute the administrative and information technology (IT) functions among several local authorities. ” Chief Enterprise Architecture Glossary – Wiki (2005)

Federated Enterprise Architecture Definition (continued)   “A collective set of organizational architecture (as defined by the enterprise scope), operating collectively within the concept of federalism, in which governance is divided between a central authority and constituent units balancing organizational autonomy and enterprise needs. The central authority’s architecture focuses on the dynamics of economies of scale, standards, and the well being of the enterprise, while constituent units’ architecture has the flexibility to pursue autonomous strategies and independent processes.” Newman, M., Professor National Defense University (2005)

High Level Business Drivers Increased Legal Liabilities Citizen Usability Increased Legal Liabilities Citizen Usability Fewer Available Funds for Fire Suppression Increased Risk to Fire Fighters Too many views and sources of program and Active Fire Status Info Lack of Data Standards and Data Sharing Sub-Optimal Investments Efficient Use of Taxpayer Dollars Easily Accessible and Understandable Information on Fire Efforts Effective Fire Suppression Citizen DemandsOpportunitiesUltimate Impact Missed Opportunities to Strengthen Fire Suppression Capabilities Limited Coordination of Resources

High Profile Example > Too many sources for Fire Program and Active Fire Status Information  There are multiple portals/web-sites that the citizen must search in order to deduce current information on the fire program and active fires. Some of these sources are operated by Forest Service (USDA) and NIFC (Inter-agency). Impact: Redundant information that potentially misrepresents fire information to the public

Implementation of DOI Wildland Fire Blueprint DOI is committed to building a successful National Wildland Fire EA (NWFEA) while moving forward on the IRB Approved DOI Wildland Fire Modernization Blueprint Blueprint  FY-08 Business Case to secure funding for Implementing Recommendations (e.g., Improved fire content mgmt., Full CAP Implementation).  Evaluate and Establish Authoritative Data Sources that support Fire –Write Once- Use Many  Coordinate with FS for integrated DOI/FS Wildland Fire IRB  Update and Maintain DOI Wildland Fire Modernization Blueprint
