4 I.Genesis of the Directorate 1.Before independence, Agriculture Statistical Organization under the Revenue Department. 2. Directorate of Economics & Statistics under the control of Finance Department in 1949. 3.Agriculture Statistical Organization & The Evaluation Organization of Rural Reconstruction Department was merged in this Directorate in 1964. The Directorate was renamed as Directorate of Statistics & Evaluation. 3

5 4. The Directorate of Statistics and Evaluation came under the administrative control of Planning and Development Department in 1968. 5. Directorate of Evaluation was created and the organization was renewed DES in 2009. 4

6 II. Glorious Past Pioneer state to (a) Set-up statistical organization (b) Compile SDP for 1948-49. (c)Compile consumer price index number. (d) Start-up statistical function up to Block Level Initiation by Mahalanobis for Crop Cutting Experiment during1943-44.

7 III. Current Activities of the Directorate  Directorate plays a vital role in the matter of collection, compilation and interpretation of data pertaining to different sectors of state economy. The major divisions of the DES Bihar are as follows :- Agriculture Economic Statistics Building Statistics Civil Registration Training & Publication Ad-hoc Survey and Census 6

8 The activities performed by DES, Bihar are related to CSO NSSO RGI Directorate of Economics and Statistics (Min. of Agr.) NBO (National Building Organization) Indian Meteorological Department etc. More than one Directorates are performing these activities in the Center as well as the other states. 7

9 DSE Bihar is currently engaged in ten core statistics (identified by the CSO.These are -: 1. SDP Estimates. 2. Estimates of capital formation of savings (partially) 3. Estimates of DDP 4. Estimates of contribution of local Bodies (partially) 5. index of industrial Production (partially) 6. Crop area and production statistics. 7. Whole sale price index. 8. Consumer price index. 9. Birth & Death Registration. 10. Participation in the NSS.

12 DES Bihar is not involved in collection of monitorable Statistics pertaining to flagship schemes of the Government of India or the Government of Bihar. 11

GSDP Estimates:  Data gaps with respect to estimation of GSDP are several including:  wholesale price index.  Statistics on by-products of Agricultural and livestock products.  Index of agricultural production.  Expenditure data on new constructions and repairs of residential buildings.  Transportation of own products of ancillary activities. 13

Estimate of Capital Formation & Savings (a)Data is available only for gross assets and not for actual addition to fixed assets, which do not satisfy the definition. (b)Data base required for physical and financial indicators in many sub-sectors is inadequate, which makes it difficult to use benchmark figures.  In a number of cases, data on type of assets is not available, so estimates by type of assets cannot be prepared for the supra- regional and private sectors.  Also, latest data for some of the sectors is not available.

For example. (1) Production data of crops including horticulture and floriculture not covered under CCE are not available.  Similarly, value of certain inputs used in primary sector (feed of livestock, irrigation charges, marketing charges, etc.) is not available. Also, service sector data is not available.

Contribution of Local Bodies Data in respect local bodies is not captured fully; expenditure of local bodies on outsourced services and activities is not provided by the local bodies to DSOs and DES; and Zila Parishad, Panchayat Samities and Gram Panchyats are excluded. 5. (Shifting of base year to 2010 under process) 8 Health Morbidity and Family Welfare Statistics (infant mortality and under 5 mortality by sex, maternal mortality rate, prevalence and death rates associated with Malaria and tuberculosis by sex, and HIV/AIDS prevalence rate of women). Ther is no mechanism of data collection on morbidity, mortality, pre-natal and post-natal health statistics from the private medical practitioners and voluntary and non government organizations. Also, data is not available on percentage of children fully immunized.

Education and Literacy Statistics (Adult literacy rate and Enrolment ratio in primary education by sex) For literacy rates and adult literacy rates, the source is decadal population census. For intermittent years the rates ate not available for the State, district and below. Also, data for the State and districts is not available with respect to children out of school classified by gender and castes, attainment levels, attendance data and drop outs.

Labour and Employment Statistics (Labour force and work participation rates by sex and proportion of women in wage employment in the non- agricultural sector.) Employment Statistics: The data on employment of child and migrant labour is not available. Also, employment and allied occupations in the private sector, and household establishments. 11. Housing (Housing stock, addition and population. The source of housing statistics is the population census which is decennial. Limited housing data is available from official statistics generated by PWD and various housing schemes.

These indicators are essential for designing interventions for improving the health status of the people as well as social welfare of the lower strata people. 13. Environment and Forest Statistics. (Land area covered by forest, protected land area, proportions of people with access of safe drinking water and improved sanitation). Forest Statistics: Inadequate data on activities related to afforestation, which is and important activity considering the fact that the limited forest area is largely degraded. Water and Sanitation: Data is not available on households without safe drinking water and sanitation.

25 Reliability and accuracy The reliability and accuracy indicators that are prescribed by IMF. These are:- 24

26 1.Adequate basis of the source/field data to compile statistics in terms of adequacy,comprehensiveness,approxima- tion to definition, and timeliness 2.Regular assessment of source data for coverage, sample error, response error, and non sampling error 3.Use of sound statistical techniques in data compilation and statistical analysis 4.Assessment and validation of intermediate data and statistical outputs 25

27 5.Tracking of revisions They have assigned the highest rank to (1), (2), and (4) above. This may be termed as threshold quality indicators. Three and five above have been assigned low values. The quality of statistical output has been classified in three qualitative categories-high, medium, and low-in terms of the extent to which the three threshold indicators are satisfied. They have used the following normative scale to assess quality: High Quality: All the components of the threshold indicators are met plus any one of (3) and /(5) Medium Quality: The three threshold indicators are met Low Quality: The threshold indicators are not met. 26

32 Agriculture Statistics The Directorate of Statistics and Evaluation is the State Agriculture Statistics Authority (SASA) by the Min. of Agriculture, GOI. Primary workers for this work is Revenue karamchari.An Agriculture Year(July-June) is divided into four seasons:-. -Bhadai -Aghani -Rabbi & -Garma. Revenue Karamchari has to perform plot to plot survey regarding crop area, irrigated area in the specified format i.e. Jinswar and report it to Circle Office and that report is transmitted to the State Headquarters through the District Statistical Office. 31 Details of the activities are as under :-

33 32 For Estimation of crop production two systems are prevailing 1. Eye Estimatiion (performed in 5% villages for all the crops.) 2. Crop cutting Experiment (On 19 crops, 5 fruits & 9 vegetables). Eye Estimation work is done by the Revenue karamchari and crop cutting Experiments are conducted by CI, BAO, & BSS.

34 Inspecting agencies for Area Enumeration are DM, Addl.Collector, SDO. DCLR, AO, CO,BDO, ASO, BAO, CI, BSS. Crop Cutting Experiments are also supervised by these Officials GOI has also introduced TRS for conduct of crop survey in 20% villages during first 10 days of the prescribed survey period and ICS for inspection of Area Enumeration, Khesra Totaling and CCE- which is done by the supervising staff of the Directorate & NSSO 33

35 The Directorate releases -Final estimate of 33 crops including 14 horticulture crops - Fully revised estimate of 39 crops -71 Forecast of 39 Crops (1 st forecast 24, 2 nd forecast 8, final forecast 39) -Farm Price - Land Utilization -Agricultural labour wages -Season wise TRS Estimates for 16 crops 34

36 -Source-wise net irrigated area -Crop-wise irrigated area -Index of Area Production & Productivity Crop-Insurance Scheme- It provides yield-rate of different insured crops to Agriculture Insurance Company. 35

37 Rain-fall is an important indicator for assessing crop condition. There are 402 approved sites for rain-gauge stations. Out of these 352 are functional. Daily rainfall data is available in the Directorate over a long period (from 1901). 36 Rain-Fall

38 For conduct of these works following statistical personnel has been posted. –DSO is Overall in charge in 38 districts, but is posted in only 12 districts –BSS in 402+70 blocks out of 534 blocks, but posted in 289 blocks only –One ASO has to perform Agriculture Statistics work for five blocks (on the basis of 402 blocks) but only 12 % ASO are posted. 37

39 –Against the Sanctioned post of 235 JFI in the various districts and headquarter only 51 posts are filled up. –More than 50 percent post of primary workers are vacant. 38

40 State & Districts Domestic Product Directorate estimates the SDP for the State. The estimates are released as per the guidelines and time frame fixed by the CSO, GOI. Bihar has released final Estimate for 2006-07 & provisional estimate for 2007-08, quick estimate for 2008-09 & Advance estimate for 2009-10 on current and 1999- 2000 prices. Bihar is also estimating District Domestic Product (DDP). It has released DDP for 2006- 07 39

42 NSS 17 th National sample survey inspectorate are functional each with one inspector & 2-4 investigators under the concerning District Statistical Offices.  DES participated in the NSSO surveys.  Analyze data up to 50 th round but stopped thereafter  Again tabulate for 61 th round & currently engaged in tabulation of 67 th round.  Currently engaged in 68 th round survey. 41

43 Budget Analysis Directorate has been preparing Economic and purpose classification of the budget document in the format prescribed by the Central Statistical Organization. Economic classification helps to get a clear idea of –Capital Formation out of budgetary resources –Saving of the Govt. 42

44 –Govt. Contribution to the generation of State Income. Whereas purpose classification indicate the purpose for which expenditure was made such as health, education, social services, Housing etc. Directorate has released Budget Analysis for 2009-10 (AC), 2010-11(RE) & 2011-12 (BE). 43

46 DSE has – Published Indices up to June 2009 Introduce new system of Wholesale and Retail Price collection of the Agri. Commodities. Change base year in consonance with the national norm for CPI of Industrial Workers in the relevant centers. 45

47 Index of Industrial Production  The Directorate has to prepare the index of industrial production. For this the basket items and weighing diagram for base year 2004-2005 has already been taken-up. 46

49 Vital Statistics Directorate is the statutory body executing Registration of Birth & Death under the R B D Act-1969 and State Rules 1999. Under the Act all Urban bodies and Panchayats are declared as registration units. Besides, Medical College & Hospitals, District Hospitals, Sub-divisional Hospitals and Referral Hospitals have also been declared as registration units. Recently, all the PHC have been notified as Registration Unit. The work of Medical Certification of causes of Death is introduced in all the Medical college Hospitals and District Hospitals. 48

50 Registration of Birth & Death is still far from satisfactory due to -Overburdened Panchyat Secretary at the Panchyat level in over eight thousand Panchyats. -Shortage of Panchayat secretary. -Statistical functionaries not available for this work.. -Lack of basic infrastructure at the grass root level. -Lack of awareness among rural people. -Shortage of Panchayat secretary. -Lack of coordination between Panchayat registrars and notified informants. 49

55 Training Directorate has to impart training as under: -Agriculture Statistics at state, District & Block /Anchal level in each agriculture year -Vital Statistics at State/District & Block/Anchal level. -NSS Round wise for concerned official 54

56 -Refresher training -on ad hoc basis to officers and supervisory technical staff. 55

57 DES requires to develop a training programme on the following distinctive areas:- - Training course for newly appointed statistical personnel. -Training for middle level staff -Refresher training programmes for all officers -Specialized training programmes to develop a core group of specialists who can also serve as trainers 56

58 Induction Training Course : All newly appointed personnel should be given induction training preferably after an initial period of three months to one year. 57

59 Training for Middle Level Staff : The Bihar DSE has a large number of staff at this level, who have not been been provided with induction training. As the middle level staff plays a vital role in the execution of statistical activities, it needs to be formally trained to enhance their skill and efficiency. 58

60  Normal training should be supplemented by special training associated with particular surveys and statistical computations The responsibility for the arrangement of such training materials should be assigned to the CSO. 59

61 Refresher Training Programmes: Periodic refresher training programmes should be conducted for all the supervisory officers of DSE. Refresher training could be conducted in house in collaboration with CSO and focus on the following areas, among others: - Principles of economics, -Estimation of national accounts, -Time series analysis and forecasting, -Classificatory analysis, -Techniques of pooling NSS Central and State Sample data, -Information technology and -Geographical Information System 60

73 72 IV. Task Ahead 1.Nodal functioning : State Government has notified DES as the nodal agency in June 2009. It has to discharge the following roles :-

74 (i) A central statistical body in the state to provide. a. Technical leadership. b. Co-ordination among line department. c. Unique, reliable statistics on time. (ii) To develop statistical set-up in the line deptt. to cater their present and emerging statistical need. (iii) Single point co-ordination body that could provide all statistical requirement needed by various Ministries/ Deptt. by the Government of India. (iv) To build up capacity to meet up SDDS (special data dissemination standerd) for Macro-Economic parameters. 73

75 (v) To advise on methodology, tabulation and digitalization of various type of survey, propounded by the State Government. (vi) Capacity building of all the technical personals in the various deptt. (vii) Anual statistical auditing of the various deptt. and its submission to the Government. 74

81 80  The State Directorates of Economics and Statistics (DESs) should develop capabilities to tabulate data on demand and to analyze data from different sources.  Accord priority to computerisation of administrative offices that generate administrative statistics.  Should fully exploit the potential of their participation in the National Sample Survey Programme by using the survey data as a data-bank and by utilizing the survey mechanism for ad hoc collection of additional simple data required by the Government.  Should support the Directorate in the creation of sample survey capabilities by creating sample survey divisions in them.  To undertake tabulation of NSS data, which they are collecting in their matching samples.

82 81  Develop the necessary analytical capabilities to carry out data -analysis relevant to the problems of decision-making of the Government.  The Directorate of Economics and Statistics should also be authorized to convene a biennial conference to review the State Statistical system and its activities.  To cerate a common statistical cadre and state Statistical Service for manning statistical posts in all departments.  The heads of the departments of the State Governments should closely involve their departmental statisticians in their decision-making process.

They are urged to take steps to reduce the burden of the additional work given to lowest-level government functionaries such as patwaris and primary teachers so that they can effectively carry out the statistical functions assigned to them.

130 129  The Directorate of Economics and Statistics should develop the necessary analytical capabilities to carry out data - analysis relevant to the problems of decision-making of the Government.  For strengthening the effectiveness of the statistical system of the government, the State Government should create a separate Department of Statistics by elevating the existing Directorate of Economics and Statistics to the level of a Department and the Director of the existing Directorate of Economics and Statistics to the level of Secretary to the Government. The Department of Statistics should have complete freedom in statistical work. The head of the department of Statistics should be a professional statistician or a professional economist with experience in large-scale data collection and empirical analysis of data.

131 130  The State Government should closely involve the Director of Directorate of Economics and Statistics in its decision- making processes by making him a member of or an invitee to committees and groups dealing with plans and programme in substantive fields.  The State Government should strengthen the role of the Directorates of Economics and Statistics as coordinator of their statistical activities by empowering them to take a technical review of the statistical activities of all departments every year. The Directorates of Economics and Statistics should also be asked to make a report to the Government of its comments on and suggestions for these activities. The Directorates of Economics and Statistics should also be authorized to convene a biennial conference to review the State Statistical system and its activities.
