3 Serbia is upgrading its Border Infrastructure EU Assistance for refurbishing BC. In Dimitrovgrad, the EU has so far invested 25 million euros in modernization of the Serbian border crossing (Horgos, Presevo and Batrovci) Aim for common or Juxtaposed customs National Agencies working together Cooperation – ministries/forwarders Electronic data exchange Data shared with other countries

4 Dimitrovgrad Joint Border Station Works at the station was financed by the EAR (now the EC Delegation) from the CARDS program. Reconstruction of station buildings started in 15.01.2008. and has ceased on 04.11.2009. Completed: the building of railway station Dimitrovgrad, station square, station facilities without station tracks and the wagon scale. The value of the works was 2.5 million euros. The problem, passenger trains, Bulgarian police controls on the route Dragoman BG -Kalotina BG, extending the travel time for aditional 20 minutes.

5 Present activities Following the implementation of the Agreement with Bulgaria (Dimitrovgrad) There was a problem raised because border police BG had to return to Kalotina, rules of the Shengen area. In short period we will organize a meeting with this issue as topic. Signed Border Railway Agreement with Montenegro (09.3.2009.), MN ratified the agreement in the Parliament, RS is in the process of ratification, Border authorities agreed to the mutual texts of Protocols on cooperation of border services- planned soon to be signed, existing the problem of lacking of the technical capacities (containers, etc.) Continuing of the joint activities with: – –Croatia (RS sent a draft agreement), – –FYROM (exchanged drafts of the Agreements) – –Hungary (RS received a draft agreement)

6 New Railway Agreement with Montenegro Joint Railway Border Station is Bijelo Polje (MN). Railway Border Stations are: Bijelo Polje (MN), Vrbnica (RS) and Prijepolje (RS). New detail (comparing to the Agreement with Bulgaria): – –Before the mutual recognition of the Railway Licenses and Certificates, border control is done in passenger trains, during the train movement, prior to the border station Vrbnica. – –After the mutual recognition of the Railway Licenses and Certificates, border control is done in passenger trains, during the train movement and after the border station Vrbnica and must be ended prior to the border Station Prijepolje.

7 National rail regulator Republic of Serbia proposes that, in order to speed up procedures for mutual acceptance of rolling stock, in future to add a new Article in BCA: "National rail regulator[1] will conclude Protocols, which will closely regulate the realization, or the way the execution of the provisions of the Basic Agreement in respect of:[1] Issuing licenses and certificates prescribed by national legislation of the Parties; Railway technical and technological systems of the Parties; Training and professional development of the personnel in the field of railway transport." Explanation: This way, the National Rail regulator will be direct powered to implement all the activities around the mutual recognition of certificates and licenses of railway, then, to determine the conditions and procedures for the harmonization of education of people and other necessary regulations, which will significantly facilitate and speed up border rail traffic. 8 The Hinterland Control HC in order to speed up the additional procedures, or significant shortening of the train stopping time at border crossings. This means, formally to allow transfer of border control freight train to the hinterland, and acceptance of customs and other documents made/done in the interior of the territory: "Border control of the freight trains can be done outside the border stations, in the railway terminals of the two states. Customs of the two states will compile a special Protocol on the determination of railway terminals and border control procedures in them (hereinafter: Protocol...), which will be confirmed by the Joint Border Commission for monitoring implementation of the Agreement.“
