5 Purpose Facilitate Trade –Manage control and operate the harbour –Provide infrastructure to facilitate ships and the movement of goods and passengers Context –Island nation where 99% by volume of goods are imported and exported through the states ports –Dublin handles 38% of goods through Irish ports
