Stakeholder Information Update Edmonton-Calgary 500 kV Transmission Development December 14, 2005 Introduction Neil Millar, vice-president, Transmission - AESO

Today’s Meeting - Purpose Provide stakeholders with a review of project status and milestones Provide end-of-project cost estimates Provide an update on South KEG conversion costs and engineering considerations Provide an update on Genesee-Langdon line siting and landowner consultation

Agenda Introduction and context (Neil Millar, AESO) Overview of project status (Fred Ritter, AESO) Cost estimate update (Stephen Kane, AltaLink) S-KEG engineering considerations (Fred Ritter, AESO) Landowner consultation update (Dennis Walters, AltaLink) Questions

Edmonton–Calgary Reinforcement Key Elements S-KEG lines conversion to 500 kV (Keephills-Genesee-Ellerslie) New 500 kV line (Genesee to Langdon) Benefits Necessary to reliably serve Alberta (Red Deer & south) Remove barriers to new generation Significant line loss savings

Progress To Date AESO filed Need Identification document in May 2004 with EUB EUB hearing in December 2004, closing in January 2005 EUB Approval of Need received in April 2005 Transformer amendment filed by AESO October 13, 2005 AltaLink and EPCOR proposal to provide service (PPS) documents for the South KEG conversion received by the AESO in November 2005

Stakeholder Information Update Edmonton-Calgary 500 kV Transmission Development December 14, 2005 Overall Project Status Fred Ritter, director, Engineering - AESO

South-KEG 500 kV Conversion EPCOR & AltaLink have provided proposals for service & estimates for their respective portions AESO is reviewing the proposals & engineering considerations AESO expects to direct AltaLink and EPCOR to file facilities applications in January 2006 Continue work with EPCOR Generation on conversion sequence

South KEG Conversion – Schedule AESO Need Approved by EUB April/05 AltaLink begins landowner consultation July/05 AESO files transformer amendment Oct/05 Functional specification complete Oct/05 +20% - 10% Estimate Nov/05 Proposal to provide service to AESO Nov/05 Facility application filed with EUB Jan/06 Permit and licenseissued by EUB July/06 Equipment & material procurement July/06 Construction start Sept/06 +10% -10% Estimate Nov/06 In-service date Oct/07

Genesee to Langdon 500 kV Line AltaLink line optimization work is well underway AESO has participated in AltaLink’s landowner open houses along with the EUB Continue developing the functional specification and facility application for mid-2006

Genesee to Langdon 500 kV Line – Schedule AESO Need approved April/05 AltaLink begins landowner consultation July/05 Functional specification complete Feb/06 +20% -10% estimate Apr/06 Proposal to provide service to AESO Apr/06 Facility application filed with EUB June/06 Permit and licensefrom EUB Dec/06 Equipment & material procurement Jan/07 +10% -10% estimate March/07 Construction start June/07 In-service date Sept/09

Stakeholder Information Update Edmonton-Calgary 500 kV Transmission Development December 14, 2005 S-KEG Engineering Considerations Fred Ritter, director, Engineering - AESO

AESO Review of TFO SKEG Proposals Engineering: Review project service proposals and associated cost estimates Review options with EPCOR Transmission and AltaLink to manage cost Detailed engineering studies ongoing Work with EPCOR Generation to coordinate with planned generator turnarounds where possible to manage costs Power Engineers providing ongoing support Planning: Review S-KEG conversion steps to determine if lower cost alternatives are possible through different sequencing of the conversion stages

Direction to AltaLink and EPCOR The AESO plans to issue direction to AltaLink and EPCOR Transmission in January 2006 to file a facilities application conditional upon: the EUB’s approval of the AESO’s transformer amendment; and, a review of AltaLink and EPCOR project proposals and options to manage project costs.
