Regional Maritime Security Cooperation & Multinational Maritime Security Centre of Excellence (MN MSCOE) Rear Admiral Mustafa Zeki Uğurlu MSC-2012 Conference 4-7 June 2012 Halifax/CANADA Ladies and gentlemen, I am Mustafa Zeki UĞURLU, chief of Communications and Information Systems in the Turkish Naval Forces Headquarters. In the following 20 minutes, I will brief you on the regional maritime security efforts of the Turkish Navy, our experiences and provide short information on our newborn Centre of Excellence.

5 Global Maritime Security Stakeholders
Averting these threats to the maritime security has become a major concern for all maritime states as well as the leading international bodies like UN, NATO, IMO and EU.

6 Energy Hub After this global look, I would now like to give a regional assesement on the surrounding seas of Turkey. Turkey is a country which lies on the crossroads of the world’s critical energy corridors. The growing importance of sea based energy corridor crossing the Black Sea, Aegean, and The Mediterranean through Turkish Straits along with the pipelines transiting the country make Turkey’s maritime environment more vital and important than ever. This can be summarized in two simple, yet important words: energy and security. Security

7 Turkey’s Contribution to Regional Maritime Security
Having the longest coastline in the Black Sea and with the Turkish Straits, Turkey has always promoted peace and stability in this important area. We know that there are no threats, but risks in the Black Sea maritime domain. In order to increase maritime security and to avoid transformation of risks into potential threats, littoral states have started a series of cooperation initiatives in the last decade. 7 / 57

Economic Strategic Maritime Security Along with the increasing economic and strategic value of the Black Sea, maritime security has also been a matter of priority. And this need, among others, formed the basis for the littoral states to launch regional maritime initiatives. Regional Maritime Initiatives

10 “Black Sea Economic Cooperation (BSEC)”
1992 Cooperation for a stable environment in the Black Sea was first initiated by the establishment of the “Black Sea Economic Cooperation (BSEC)” in nineteen ninety-two. It was initiated in 2001 as a confidence building instrument among Black Sea littoral states. Its purpose is to promote cooperation, dialog and interoperability among their navies,

15 OPERATED 394 DAYS, 167 WERE AT SEA
BLACKSEAFOR ACTIVATED 19 TIMES 62 PORT CALLS OPERATED 394 DAYS, 167 WERE AT SEA In accordance with these tasks, in the past eleven years, BLACKSEAFOR; - Was activated nineteen (19) times, - Paid sixty two (62) port calls, - Operated for a duration of three hundred ninety four (394) days, of which one hundred sixty seven (167) were at sea.

16 BLACKSEAFOR 103 SHIPS MORE THAN 15.000 PERSONNEL
Throughout this time span, a total of one hundred and three (103) ships along with many aircrafts, helicopters and submarines, with more than fifteen thousand personnel participated in the activations.

17 BLACKSEAFOR Training levels of personnel have increased through activations and, so far a total of 1991 personnel have been honored with BLACKSEAFOR ribbon.

It was initiated in with the pupose of enhancing dialogue, confidence and cooperation to contribute to security, peace and stability in the region. to contribute to Security, Peace, Stability in the region

In this respect; every year, one littoral invites representatives of all other participating states to one of its naval bases in order to present its functions and activities.

The Participating States; - Exchange information on the total number of surface combatants, submarines, amphibious ships and the peacetime authorized naval manpower they deploy.

Each state, designates one of its national naval exercises as “confidence annual naval exercise” (cane) and invite representatives and/or units from all the Black Sea navies to participate.

Over the years it has been transformed to a multinational operation with the participation of volunteer Black Sea littorals to contribute to the maritime security in the Black Sea. Mission Provide deterrence and fight against maritime risks in line with relevant UNSC Resolutions (1373, 1540, 1566) by; * Showing naval presence in the traffic routes of merchant shipping * Undertaking systematic surveillance operations in the maritime jurisdiction areas and the airspace above this area in the Black Sea The mission of the operation is to provide deterrence and fight against maritime risks in line with relevant UN Security Council Resolutions (1373, 1540, 1566) by showing naval presence in the traffic routes of merchant shipping and undertaking systematic surveillance operations in the maritime jurisdiction areas and the airspace above this area in the Black Sea. United Nations Security Council's resolutions numbered 1373, 1540 and 1566 are related with fight against terrorism and spread of weapons of mass production. UNSC RESOLUTION 1373-(28 September 2001) calling on states to work together urgently to prevent and suppress terrorist acts, including through increased cooperation and full implementation of the relevant international conventions relating to terrorism, recognizing the need for states to complement international cooperation by taking additional measures to prevent and suppress, in their territories through all lawful means, the financing and preparation of any acts of terrorism, UNSC RESOLUTION 1540-(April 2004)-requires all states to implement measures aimed at prevention non-states actors from acquiring NBC weapons, related materials, and their means of delivery UNSC RESOLUTION 1566-The Security Council reaffirms also the imperative to combat terrorism in all forms and manifestations by all means, in accordance with the charter of the United Nations and international law

26 Operation Black Sea Harmony (OBSH)
Kdz.Ereğli Permanent CoordinationCenter Operation Black Sea Harmony is a typical maritime security operation, conducted on a continuous basis by the assets of each participating nation. The operation is carried out with frigates, submarines, fast patrol boats, maritime patrol aircraft and helicopters.

OBSH is also in cooperation with NATO on the basis of information exchange OBSH is also in cooperation with NATO on the basis of information exchange. Recognized Maritime Picture compiled in the Permanent Coordination Center located in the Turkish coastal town of Karadeniz Ereğli is transferred to the NATO MCCIS by the Turkish Surveillance Coordination Center. NOT: NATO Deniz Komuta Kontrol Bilgi Sistemi (Maritime Command and Control Information System-MCCIS): NATO’da küresel ve bölgesel seviyede, gizli statüde Tanımlanmış Deniz Resminin sergilendiği stratejik bir sistemdir. OTS istasyonlarından elde edilen bilgilerle oluşturulan Tanımlanmış Deniz Resmine ait ticari trafik (NATO ihtiyaçları maksadıyla sınıflandırılan COI, CCOI, VOCI vb. gemilerin bilgileri dahil), NATO çok uluslu kuvvetlere tefrik edilen unsurlar ile Karadeniz Uyumu Harekatına ve Akdeniz Kalkanı Harekatına iştirak eden unsurlara ait temas bilgileri GKM’den NATO Gizli Geniş Alan Ağı (NS-WAN) üzerinden MCCIS Sistemi/Napoli Deniz Unsur Komutanlığına gönderilmektedir.

Russian Federation, Ukraine and Romania are the participants of the operation. We are very pleased that the Bulgarian Navy is also preparing to join the group soon.

The objective is to strengthen cooperation and friendly relations among Black Sea Littoral States’ Border and Coast Guard Agencies. Main Tasks Main Tasks of this forum are enhancement of the existing interaction among Border/Coast Guard Agencies in order to prevent smuggling, illegal immigration, terrorism, proliferation of WMD, and other kinds of illicit activities, as well as protection of marine environment

31 What has been achieved so far is the concrete proof of determination of the black Sea Littoral states to converge their efforts towards further enhancing their cooperation to contribute to both regional and global stability and security. As seen in the unique example of the Black Sea, littoral states achieved regional cooperation in the spirit of regional ownership. 32 Baku - Tbilisi - Ceyhan Kerkük - Yumurtalık Samsun - Ceyhan pipe lines
The amount will increase up to 190 million tons of oil per year. ISKENDERUN Now I would like to extend to the south of Turkey, the bay of Iskenderun. The terminal area of Baku-Tbilisi-Ceyhan (BTC) and the Kirkuk-Yumurtalık Pipelines, presents itself as a special location. When full capacity is reached in both BTC and Kirkuk-Yumurtalık Pipelines, this area will be pumping around 140 million tons of oil to global markets on a yearly basis. Furthermore, when the Samsun-Ceyhan by-pass pipeline project is realized, this amount will soar up to 190 million tons of oil per year, which is almost 2 percent of total world oil production. Thus, sea lines of communication (SLOCS) starting from the Bay of Iskenderun will become more important for the world energy network. 33 Operation Mediterranean Shield
01 April Maritime Security Operation İskenderun In view of these developments, maritime and energy security in this vital sea area and along sea lines of communications has become a major task for the Turkish Navy. Hence Therefore, the Turkish Navy has launched a maritime security operation under the name of “Operation Mediterranean Shield” in the Eastern Mediterranean Sea, under the legal framework of the UNSC Resolutions*. 34 Operation Mediterranean Shield
Complementary and provide uninterrupted presence in the Eastern Mediterranean with mutual coordination and cooperation. Since it's beginning in October 2001, the Turkish Navy has decisively supported operation Active Endeavour. Operation Mediterranean Shield, and operation Active Endeavour, are complementary and provide uninterrupted presence in the Eastern Mediterranean through mutual coordination and cooperation.

35 UNIFIL Maritime Ops FRIGATE CORVETTE OILER FAST PATROL BOAT
Furthermore, UNIFIL (United Nations Interim Force in Lebanon) Maritime Operations which is conducted to police Lebanese maritime areas through active presence under the UN auspices also provides security in the region. From its very beginning the Turkish Navy has provided frigates, corvettes, oilers and fast patrol boats for this operation.

36 Operation Unified Protector
(29 March-31 October 2011) UNSCR 1970, 1973 Yet another example, the Turkish Navy participated in the Operation Unified Protector with frigates, submarines and oil tankers in the vicinity of Libya under the UN Security Council Resolutions. Upon escalation of the crisis; almost civilians were evacuated from Libyan ports with ferries and frigates to Turkey. About half of them were Turkish citizens and rest of the evacuees were from 41 different nations.

Ladies and Gentlemen, after completing Turkish Navy’s efforts in the Black Sea and Mediterranean region, now I would like to give you some information about Turkey’s contribution to global maritime security.

38 Participating in the Counter Piracy Operations in the Gulf of Aden and off the coast of Somalia
In accordance with Turkey’s maritime security policy on “contributions to global endeavour”, Turkish Navy has been participating in the counter piracy operations ın the Gulf of Aden and off the coast of Somalia since the very beginning.

Of the (thirty-three thousand) ships navigating through the Gulf of Aden on a yearly basis, around 400 (four hundred) are Turkish ships. Turkish frigates deployed in the area support the transit of not only Turkish but also other nation's merchant vessels in coordination with national and international agencies.

Combined Maritime Forces (CMF) Headquarters and its Task Force 151 (TF-151) are the key organizational elements in the region for the multinational naval efforts and the exchange of information on piracy incidents.

42 TCG GEMLİK CTF 151 8 June 2012 – Dec 2012
Turkey joins in the efforts of deterring, disrupting and suppressing acts of piracy and armed robbery at sea by a frigate with 1 helicopter and 1 special forces team conducted under the Combined Task Force-151 (CTF-151). Recently, TCG GEMLİK is deployed in the region.

CTF 151 1 September - 29 November 2010 Two Turkish Admiral assumed the command of the Combined Task Force-one five one in 2009 and Also TF-151 headquarters was supported with 7 officers and 2 chief petty officers from the Turkish Navy.

Turkey’s Endeavours for Maritime Situational Awareness MSSIS (INTERNATIONAL) Turkish Navy continues to improve her capacity in achieving full maritime situational awareness on the maritime areas of interest. NOT: Sanal Bölgesel Deniz Trafik Merkezi (Virtual Regional Maritime Traffic Centre, V-RMTC):2002 yılında Venedik/İtalya’da icra edilen Bölgesel Deniz Gücü Sempozyumunda, Karadeniz, Akdeniz ve Kızıldeniz’de, denizde ve limanlarda bulunan ticaret gemilerinin uluslararası iş birliği ile takip ve kontrol edilmesi maksadıyla, İtalya Deniz Kuvvetleri Komutanlığı tarafından teşkil edilmiştir. Dz.K.K.lığı tarafından SGR ve OTS’lerden temin edilen bilgiler İtalya Deniz Kuvvetleri K.lığı tarafından hazırlanan MERSIT programı vasıtasıyla internet üzerinden GKM tarafından İtalya’ya gönderilmektedir. 50 Turkey’s Contribution Maritime Security & Situational Awareness
TRMNC Global OBSH BSCF MN MSCOE Regional Turkey’s contribution to maritime security is summarized on the screen. As you could see, Turkey engages in maritime security at all three levels. Abundance of initiatives and operations necessitated to standardize doctrine and terminology among these enedavours in maritime security. The solution was a dedicated COE. One of the most important lessons Turkey has learned through various MSO operations is the significance of “Maritime Situational Awareness (MSA)”. Another important lesson is the fact that, MSA can only be achieved effectively through working together with national, regional and global maritime security organizations and civilian agencies. MS COE is not; - An Operational centre - A Fusion centre - A Decision Making Authority MS COE will; - Support The Decision Makers (“Decision Supportive Tools/Deliverables”) - Operate as a Think-Tank - Conduct Domestic, Regional and Global Maritime Security Trainings & Exercises, workshops, courses and conferences The envisioned COE is neither designed to be an operational center that fuses MSA information, nor will it will be a decision making authority, but it will support the decision makers by providing “Decision Supportive Tools / Deliverables”. The maritime security COE intended to operate as a think-tank, will be comprised of subject matter experts working on the subsets of maritime security. It will conduct domestic, regional and global maritime security trainings & exercises, workshops, courses and conferences.

At the end of July we will establish the new COE at national level. We are planning to conduct a “Maritime Security & Anti Piracy” course between November and a "Maritime Security Workshop" on November in our first encounter with maritime security stake holders. During those activities on 20th of November will be the opening ceremony with VIP participants. Initial Operation Capability

57 MARMARİS New center of excellence will be located at the Aksaz naval base in Marmaris region, best known for natural and touristic attractions.

Centre of Excellence Aksaz Naval Base-Marmaris Aksaz naval base is located in a natural & historical harbor. It is about 30 minutes to Marmaris. you can find all classes of ships as training assets.

To establish Maritime Security Data Base To easy access to maritime security partners To foster national maritime security capacity building (VPD, MSA Tools etc.) To train Marine & SOF Teams in MSO To support Decision & Policy Makers To support Maritime Transportation & Harbour & Ship Security To train all relevant Maritime Security Stake Holders in Table Top Exercise and LIVEX To provide sustainable Multinational Synergy for Counter Proliferation, Counter Maritime Terrorism and Counter Piracy To establish a multinational platform on cross-functional inter-agency approach. To support Private Maritime Security Companies (PMSC) on PCASP We believe that Multinational Maritime Security Center of Excellence can create a sustainable synergy among sponsoring nations. 60 Conclusion Burden Sharing Littoral Countries’ efforts and active
participation with the Spirit of Ownership in Regional Initiatives is the key element for Maritime Security In conclusion, What Turkey is doing in our surrounding seas is a “burden sharing”. Turkey believes that when we deal with our regional issues we also contribute to global endeavours. For us, littoral countries’ efforts and active participation with the spirit of ownership in regional initiaives is the key element of maritime security.
