3 PDC Background 2008 – 2010 timeframe, DLA Logistics Management Standards, Supply Process Review Committee (SPRC) and DLA Transaction Services collaborated to analyze and identify areas to improve the On-Line MRA Management Report tool PDC 472 documents changes to the MILSTRAP and DLMS Manuals to incorporate the changes implemented in the On- Line MRA Management Report tool. 3

4 Summary of On-Line MRA Management Report Changes Revisions to data collection for “MRA Not Received” report – Logic was changed to count shipments against the requisitioner’s DoDAAC (rp 30-35), when the SUPPAD is invalid and the signal code is J, K, L, M Percentages and dollar values were added to Summary and Detail Reports 4

5 Summary of On-Line MRA Management Report Changes - Continued Separation of the “MRA Not Received” report into two separate reports: – Stock Shipments Only – Direct Vendor Delivery (DVD) Shipments Only Reason – High level attention to MRAs for DVDs drove requirement to enhance visibility and research capability of DVD MRA response rates. Changed report titles to: – “Materiel Receipt Acknowledgement (MRA) Summary Report: Service/Agency Summary Report” – “Materiel Receipt Acknowledgement (MRA) Detail Report: DODAAC Summary Report” 5

7 Summary of On-Line MRA Management Report Changes - Continued Supplemental Reports – Discussion to discontinue the requirement for MRA reports by categories: Medical, Subsistence, Ammunition, Army Total Package Fielding and contractor, in favor of Ad Hoc reports – Ad Hoc capability was not feasible due to existing hardware constraints SPRC evaluate what supplemental reports are of value and which ones are being used 7

9 Publication Changes PDC proposed revisions, Revise DOD 4000.25-2-M, MILSTRAP, Chapter 6, Section C6.10 and DOD 4000.25-M, DLMS Volume 2, Chapter 10, Section C10.2.10 (Management Evaluation) – Identify the changes incorporated in the On-Line MRA Management Report. – Expand the description of the options available in the On- Line MRA Management Report tool. – The MILSTRAP and DLMS Manual changes are identical, only the MILSTRAP version will be included in the PDC 9

10 Publication Changes - continued PDC identifies need for DLA Transactions Services to revise DOD 4000.25-10-M, DAAS, Appendix 5. Section AP5.2.12.6 to identify the changes in business rules incorporated in the On- Line MRA Management Report – Revisions to support changes implemented in the On- Line MRA Management Reports under the purview of DLA Transaction Services 10

12 MRA - Summary The program shall provide for: – Review of the MRA Management Information report DAASC will prepare the report and provide access by electronic means. Report content is determined by the (SPRC). – Each SPRC representative is responsible for analysis of the report to identify potential deficiencies in their Service or Agency MRA operations or procedures contributing to breakdowns in internal controls for in-transit wholesale stock. – SPRC representatives are responsible for initiating corrective action with delinquent and non-reporting activities. 12
