Overall Purpose – to establish and maintain confidence that contractors will deliver products and services in accordance with contract requirements DQA Service Procedures – contained in Quality Management System DAOD = Defence Administrative Orders and Directives DQA is a Directorate in the Division DG Material Systems and Supply Chain We work with Equipment Management Teams to plan and perform QA on contracts for Military Equipment and Services

7 National Defence Quality Assurance Regions (NDQAR)
NDQAR Quebec DQA is organized in three REGIONS Coastal/National Capital (Halifax, Enfield, Ottawa, Vancouver, Victoria) Quebec (Montreal and Quebec City) Ontario & Prairies (Toronto, Mississauga, Halton/Peel, Niagara, London, Winnipeg, Edmonton, Calgary) We cover the assigned geographic territory, serving all CF Elements, US DoD, NASA, and NATO Allies QARs are eng technologists – specific technology applied in a generic manner with focus or specialization in the field of Quality Management DQA still employs a few Military Members in workcentres in Canada that have contractors working on major equipment: Fly-in aircraft maintenance facilities, aircraft engines, ship repair NDQAR Coastal & NCR NDQAR Ontario & Prairies

Typical NDQAR workcentre QAM Supply Tech (works the Repair and Overhaul process, CF Supply System Third line) QARs Itinerant (travel) to contractors Resident – assigned to a contractor location DQA still employs a few Military Members in workcentres in Canada that have contractors working on major equipment: Fly-in aircraft maintenance facilities, aircraft engines, ship repair

10 DQA – Headquarters Located in the LStL Bldg, Gatineau, QC
Life Cycle Quality Manager (LCQM) Interact with Equipment Program Management team members (RA, TA and LCMM) to ensure quality requirements are stated in contract (all commodities) Obtain RISK information for the QARs After contract award LCQM communicates with Workcentre to plan for QA Surveillance at the source of supply based on the identified risks LCQM Makes decisions on which military product/service contracts will have DND QA at the source of supply – QA Code X Y or Z Makes decision on which contracts for “non military” product/service will have QA Code C and be subject to verification at the Depot or Base where the product/service is received Examples: Aviation fuel (bulk or into-plane delivery) – subject to DND QA at source QA Code Y Packaged Oil or Grease – many bought to commercial product description QAC C Some specialized Oil or Grease bought to Military Specifications – QA Code Z

11 NDQAR Workcentre QA Representatives (QAR)
Who are they? Technologists or engineers CF Members Trained in quality management systems (ISO, AF9000 Plus, etc) Auditors of Quality and Environmental Management Systems QARs are engineering technologists – specific technology applied in a generic manner with focus or specialization in the field of Quality Management DQA still employs a few Military Members in workcentres in Canada that have contractors working on major equipment: Fly-in aircraft maintenance facilities, aircraft engines, ship repair There are a small number of QARs that received specific training in aviation fuel at a one-time course run in QETE. Newer QARs have done some computer-based training to learn the specifications and process documents called up in contracts.

Gather Risk Information Plan and perform QA Surveillance Keep Records Corrective Action – Quality Observations Establish and maintain confidence that assigned contractors will deliver products and services in accordance with contract requirements Maintain communication with a wide range of personnel involved in managing contracts to obtain products and services from Industry Take action when observations are made. QA SURVEILLANCE CRITERIA Collection of Risk Information Primary Source – Equipment Program Management Team (TA, LCMM, RA) Workcentres – keep data on CONTRACTOR Capability and Quality History

Periodic audits of agent facilities to evaluate compliance with D /SG-001 and supplier procedures MEETING AT THE START OF THE CONTRACT TO ENSURE MUTUAL UNDERSTANDING OF THE CONTRACT REQUIREMENTS ENSURE OIL COMPANY IS AUDITING THE QUALITY MANAGEMENT SYSTEM AT EACH OF THE AGENTS SUPPLYING FUEL TO DND FREQUENCY OF AUDITS BASED ON RISKS, PAST OBSERVATIONS

Many factors influence the assignment of risk to a particular contract or commodity LCQM often relies on the QAR for risk information beyond the product itself Provider - personnel Site specific – facility limitations Physical restrictions – location, weather Many specialists are working to assess product/process/contractor risks
