3 All Alternatives Considered  No build, 3 build alternatives being considered equally  Extended public comment period (May 18-July 17)  4 public hearings  4 council presentations: Costa Mesa, Fountain Valley, Huntington Beach, Seal Beach  Seal Beach community meeting  3 focus groups  Attended Gateway Council of Governments  Long Beach and Los Angeles Metro coordination  Ongoing stakeholder outreach

5

6 Clarifying Alternatives  Westminster parking impacts: Same in Alt 1, 2, 3  Number of full business acquisitions: Same in Alt 1, 2, 3  Structures / bridges:  Bolsa Chica to Euclid: Same in Alt 1, 2, 3  Harbor, Fairview, SR-73 connector: Alt 3 only Air quality:  No build – Worst  Alt 1 – Better  Alts 2 & 3 – Best

7 Express Lanes: Perceptions & Questions Perceptions:  91 Express Lanes aren’t used, don’t work  Toll facility revenues don’t cover costs Questions:  How are the 91 Express Lanes operated?  Why is throughput different in free flow versus congested conditions?  How would the ingress/egress work for the I-405?

8 How Congestion Impacts Throughput

9  Successful toll facility  Grown from 5.7 M trips in 1996 to 11.6 M trips in 2012  Generates sufficient amount of tolls revenue to pay for operations, maintenance, debt service expenses  Invested about $14 million in excess toll revenues in other SR-91 corridor projects to relieve congestion  Uses congestion management pricing  Goal is to maintain free flow speeds and optimize throughput  Toll levels set to match relative traffic levels  Tolls vary by time of day, day of week, direction of travel  Automatic trigger points used to adjust tolls up/down

10 91 Corridor Traffic Patterns Westbound Eastbound

11 91 Express Lanes Traffic and Revenue 1995 to 2010

12 Interstate 405

13 I-405 NB Volumes Average Mon ‐ Thurs Total Northbound Volume

14 I-405 NB Speeds 605 Beach Brookhurst 3 - 7PM 6 - 9AM 22 73

15 Proposed Access Points I-605 / I-405 I-405 / SR-73 Bolsa/Goldenwest Magnolia/Warner SR-22

16 Projected Revenue Covers Costs  Using the 91 Express Lanes model:  Congestion management pricing  HOV3+ free  I-405 Express Lanes revenue would cover capital, operations, maintenance, debt service  Potential surplus for additional transportation congestion relief, generally within the corridor

17 Next Steps  Public Review Period May 18 - July 17  Key Findingsto BoardJuly 23  Outreach Update  I-405 Focus Groups  Critical Path (All Alternatives)  Program Management – Release RFP July 23  Outreach Consultant – Release RFPJuly 23  I-405 Options for Board ConsiderationAug 13  I-405 Board Locally Preferred Option Sept 24  Final EIR / EIS Spring 2013
