3 DUTIES OF A BRI Erection of steel girders for all major bridges, PSC girders. Erection of workshop structures and flood light towers if ordered by the Chief Engineer. Accountal and periodic verification of stores, tools and plants in his charge. Assist the restoration of breaches and accidents on bridges. Supervise and measure the works of painting, special repairs including regirdering planning of works and labour distribution for departmental works

6 DEFINITION OF STANDARD SPAN The 18.3 m span steel plate girder located in moderate exposure environment, having sliding bearings, approximately 50 km from the SE (Bridge) headquarter, in a section having GMT less than 15 and being inspected conventionally is taken as basic unit on the basis of which the workload of the SE(Bridge) shall be worked out and the factors that affect the workload shall be applied on the same. This span is called standard span.

7 WORKLOAD ASSUMPTIONS The time required for the various activities are assumed out as below: GENERAL INSPECTIONS: One standard span can be inspected under general inspection in 15 minutes time at the bridge. The recording of the results of the inspection requires another 15 minutes per span. Therefore in a day, 12 spans can be inspected. DETAILED INSPECTIONS: One standard span can be inspected under detailed inspection in 60 minutes time at the bridge. The recording of the results of the inspection requires another 30 minutes per span. Therefore in a day, 4 spans can be inspected.

8 WORKLOAD ASSUMPTIONS INSPECTIONS OF WORKS such as patch painting, replacement of loose rivets, greasing of bearings, replacement/ strengthening of corroded members, etc. 20 % of the bridges are under painting every year and another 20 % in patch painting. The SE(Bridge) has to visit twice for patch painting- once for setting out the work and once for quality check. For complete painting, the SE (Bridge) has to visit the work at least five times- once for setting, once each for checking cleaning/scrapping, after various coats of painting and at the last for making measurements. The further time is required for other works such as greasing of bearings (one third i.e. 33 spans every year) and other works such as loose rivet replacement, replacement of corroded members. For the same, the workload is estimated per 100 standard spans as 10 days in a year.

9 WORKLOAD ASSUMPTIONS Heavy repairs such as replacement/ strengthening of main members of girders, regirdering etc are not covered in this workload and for these works separate work charged organization shall be created. SPECIAL INSPECTIONS: Special inspections are to be done for distressed bridges, after major incidences such as earthquake, floods etc. In a year, per 100 standard spans, the time taken for such inspections is estimated as 5 days.

10 TIME REQUIRED FOR 100 STANDARD SPANS For 100 spans, time required for detailed inspection + time required for general inspection+ time required for inspections of departmental works/ special works excluding heavy repairs + time required for special inspections i.e. : (20 % of 100)/4 + (80 % of 100)/12+10 + 5 i.e. : 5+6.67+10+5 i.e. : 26.67 days are required per 100 standard spans.

11 WORKLOAD OF BRI IN STANDARD SPAN UNITS WORKLOAD OF SE (BRIDGE) IN CHARGE: The SE(Bridge) in charge shall have a workload of (137/26.67)*100 i.e. 513.69 standard spans, say 514 standard spans. WORKLOAD OF SE (BRIDGE) NOT IN CHARGE: The SE(Bridge) not in charge shall have a workload of (204/26.67)*100 i.e. 764.90 standard spans, say 765 standard spans.

14 FACTORS AFFECTING WORKLOAD OF BRI SPAN LENGTH (L) FOR SAME SPAN LENGTH, DIFFERENT WEIGHTS MAY BE THERE. THE INSPECTION/ MAINTENANCE EFFORTS ARE DEPENDENT ON SURFACE AREA AND NOT ON THE THICKNESS OF MEMBERS. THIS FACTOR THEREFORE VARIES WITH SQUARE OF THE SPAN, COMPARED WITH THE STANDARD SPAN LENGTH i.e. 18.3 M

15 FACTORS AFFECTING WORKLOAD OF BRI TYPE OF GIRDER (T) GIRDERS WITH FLOORING SYSTEM AND MULTIPLE LEAVES REQUIRE EXTRA EFFORTS, THEREFORE THE EXTRA WORKLOAD IS ASSUMED AS: THROUGH TYPE GIRDERS CABLE STAYED/ SUSPENSION 0.50 SEMI THROUGH PLATE GIRDER/ DECK TYPE OPEN WEB GIRDERS/ PSC I SECTION GIRDER0.25 GIRDERS CARRYING MORE THAN ONE TRACK SHALL BE CONSIDERED FOR ONE TRACK ONLY AND THE WEIGHTAGE FOR SUCH GIRDERS SHALL BE INCREASED BY 60 % i.e.0.60

17 FACTORS AFFECTING WORKLOAD OF BRI TYPE OF ENVIRONMENT (E) TO CATER TO THE EXTRA MAINTENANCE EFFORT FOR THE GIRDERS SUBJECT TO AGGRESSIVE ENVIRONMENT, THE EXTRA WORKLOAD IS ASSUMED AS: VERY SEVERE ENVIRONMENT 0.20 (In salt spray zone and having brackish water in stream, chemically polluted industrial area etc) SEVERE ENVIRONMENT 0.10 (Within 20 km of sea but not having brackish water in stream, polluted locations in metropolitan areas)

20 FACTORS AFFECTING WORKLOAD OF BRI ACCESSIBILITY (A) TO CATER TO THE TIME WASTED IN TRAVELLING TO AND FROM THE GIRDERS TO BRI HEADQUARTER, THE EXTRA WORKLOAD IS ASSUMED AS: DISTANCE FROM BRI HEADQUARTER UPTO 50 KM 0.00 50 KM TO 100 KM 0.20 100 KM TO 200 KM 0.40 MORE THAN 200 KM 0.50 IF MATERIAL TRANSPORT ARRANGEMENTS i.e., TRUCK, THE ABOVE FACTORS SHALL BE REDUCED BY 0.05. IF ROAD VEHICLE SUCH AS JEEPS/ TRACK VEHICLE ETC ARE PROVIDED THE ABOVE FACTORS SHALL BE FURTHER REDUCED BY 0.05.

21 FACTORS AFFECTING WORKLOAD OF BRI DEGREE OF MODERNIZATION (M) WHERE THE MODERN METHODS SUCH AS THE NDT, INSTRUMENTATION ETC ARE INCLUDED IN THE INSPECTION METHODS, THE WORKLOAD OF BRI INCREASES CONSIDERABLY. THE MODERNIZATION IS VERY IMPORTANT AS PRESENT METHODS OF INSPECTION ARE NEITHER SCIENTIFIC NOR INSPIRE ANY CONFIDENCE Depending on the degree of modernization of the inspection system, the BRI workload shall be increased by a factor upto 0.25.

22 FACTORS AFFECTING WORKLOAD OF BRI AGE OF GIRDER OLD EARLY STEEL GIRDERS ARE BEING REPLACED ON PROGRAM BASIS. THE NEWER GIRDERS ARE GENERALLY CONCRETE, WHICH REQUIRE MORE INSPECTIONS THAN STEEL GIRDERS THEREFORE THIS FACTOR IS NOT CONSIDERED TO AFFECT THE WORKLOAD OF BRI THIS ASPECT REQUIRES FURTHER STUDY AFTER THE INTRODUCTION OF CC+8+2 AND 25 T AXLE LOADS

23 FACTORS AFFECTING WORKLOAD OF BRI GAUGE (G) THE GIRDERS FOR THE SMALLER GAUGES ARE LESSER IN DEPTH AND GENERALLY LIGHTER. THEREFORE THE WORKLOAD OF A BRI REDUCES ACCORDING TO THE TYPE OF GAUGE. METER GAUGE -0.30 NARROW GAUGE -0.50

25 FURTHER REQUIREMENT OF BRIs Peculiar local conditions e.g. the NF railway where the restoration after floods is an important activity and additional BRI for the same shall be provided by calculating the average workload based on historical data. Other works entrusted to the BRI by special orders of the Chief Engineer locally in a railway. BRIs in headquarter office and under DyCE/Br/Line which have not been incorporated in the above formula. These are required for the streamlined system of bridge register scrutiny, to work in emergency control in headquarter in case of breaches/accidents involving bridges and for assisting the CBE/ DyCE/Br/Line in taking decisions on technical matters relating to the bridge inspections/ maintenance.

26 REDUCTION FACTOR FOR OTHER STRUCTURES WORKLOAD CALCULATED AS PER THE FORMULA GIVEN SHALL BE REDUCED BY THE FOLLOWING FACTORS FOR OTHER STRUCTURES FOOT OVER BRIDGES 75 % WORKSHOP STRUCTURES, INSPECTION ARRANGEMENTS AND OTHER STRUCTURES EXPOSED TO ATMOSPHERE. 50 % WORKSHOP STRUCTURES INSIDE COVERED SHED 60 %

27 DATA VALIDATION FOR BCT DIVISION IN WESTERN RAILWAY IN CHARGE BRIs 3 NOS AND 0.43 NON INCHARGE BRIs ARE CALCULATED. THIS CORRELATES WELL WITH THE 4 BRIs IN BCT DIVISION AS PER CADRE FURTHER DATA VALIDATION IS REQUIRED

28 NEW DEVELOPMENTS AFFECTING THE FORMULA NEW DEVELOPMENTS THAT WILL AFFECT THE FORMULA GIVEN: USE OF MOBILE INSPECTING CAR USE OF REMOTE MEASUREMENT OF STRESSES

29 RECOMMENDATIONS FORMULA SHALL BE VALIDATED ON SOME OTHER DIVISIONS WORK TIME STUDY MAY BE DONE TO VALIDATE THE ASSUMPTIONS MODERNIZATION OF THE BRIDGE INSPECTIONS IS BEING DONE, ADEQUATE STAFF SHALL BE POSTED AS CALCULATED BY THE FORMULA SYSTEM OF GENERAL INSPECTIONS SHALL BE INTRODUCED ON ALL RAILWAYS

30 RECOMMENDATIONS OTHER WORKLOAD SUCH AS FOUNDATIONS, SUBSTRUCTURE, PROTECTION WORKS ETC SHALL BE CALCULATED AND THE POSTING OF THE IOWs/ BRIs SHALL BE POSTED ACCORDINGLY A STUDY FOR THE REQUIREMENT OF THE STAFF AS PER THE CURRENT SYSTEM OF WORKING IS REQUIRED FOR THE POST CREATIONS
